Research On The Historical Changes Of All-China Sports Federation

The All-China Sports Federation established according to law is a non-profit organization in our country, which is earliest and the most member of the mass sports organizations in china. This thesis was based in the All-China Sports Federation, combined with transformation of government functions’ requirements of the 18th Chinese Communist Party congress and the historical background of the comprehensive construction of sports public service system, in the theoretical system of non-profit sports organization as the foundation frame system, combing the choroid and stage characteristics of development in different historical stage of the all China Sports Federation, deeply analyzing its achievements and existing stage problems and putting forward the reform measures, in order to provide the beneficial reference for the reform and development of All-China Sports Federation.By applying the methods of document literature, interviewing method, field investigation on the historical changes of All-China Sports Federation for phase analysis and research, this following conclusions are drawn.The first conclusion:As our country has experienced many historical period, historical changes of All-China Sports Federation are divided into four stages:the initial set-up (1949-1964), stagnation (1965-1979), reform and development (1980-2000), the stable development (after 2001).The second conclusion:The historical changes of All-China Sports Federation are largely influenced by the background of the times and national policy. At the beginning of the foundation of PRC, the party and the government actively supported. To the national political system reform period, All-China Sports Federation and General Administration of Sport established operation mechanism of two brands of an agency. In different historical periods, All-China Sports Federation is shown that features consistent with national policy guidance.The third conclusion:All-China Sports Federation always develop mass sports and promote international sport exchanges. Although All-China Sports Federation constitution has changed several revisions, the mission of popularization and propaganda of masses sports has not changed. The international sports organization widely recognize All-China Sports Federation as the representative of Chinese mass sports organization. All-China Sports Federation plays an irreplaceable role in international sports exchanges.The forth conclusion:The operation mechanism of two brands of an agency hinders All-China Sports Federation function. There are not full-time staffs and headcount independent funds in All-China Sports Federation function. Only relying on some sports associations and local sports federation to carry out mass sports activities, the functions of All-China Sports Federation are restricted.Given this, the thesis suggests that All-China Sports Federation should conform to the requirements of transformation of government functions, the innovation of management and organization mode; All-China Sports Federation also should strengthen relations with local sports federation and the sports associations to play better organization functions. Combining own construction and development of mass sports, taking advantage of a broad base, All-China Sports Federation should further explore the reform and development path.
