The international construction of a new political economic order in Cambodia has had contradictory effects on education.The rhetoric of iemocracy thrives alongside corruption and human rights abuse, the Education for All initiative exists alongside private tutoring of public education. Private tutoring is typically conceptualized as an nstitutionalized fee-based supplementary education that occurs because of high stakes testing, remedial classes, and structural issues like overloaded curriculum, low salary and intensive social competition.The ommon metaphor for private tutoring is "shadow education," implying a separation between public schooling and private tutoring. While most of he factors are present in the Cambodian context, they nevertheless fail to explain the complicated arrangements between the public educational system and private tutoring that emerged in the 1990s.This research argues that in Cambodia the main form of private utoring is not a shadow separate from mainstream schooling.Rather, it nay be best understood as a key element in a hybrid arrangement between public schooling and private tutoring, which operates as one single system and casts its own shadow. Private tutoring has emerged as in essential part of the public education system.Those students who can ifford private tutoring, they receive access to a complete national education and have greater opportunities to successfully graduate from public school.This research directly addresses some of the quality and private tutoring of public education in Cambodia.Building on extensive qualitative and quantitative data collected in Cambodia in 2014, this research reveals inequities resulting from a public-private hybrid system of schooling and the reasons for teachers opening and students joining private classes. This research also highlights the differences and similarities between private tutoring (Rien Kuo) and government school lasses. Focusing on the nature and implications of private tutoring, the indings are organized around the following four main categories:(1) urriculum differences between private tutoring (Rien Kuo) and nainstream schooling, (2) achievement differences among students ttending private tutoring and those who do not attend private tutoring, (3) societal effects of private tutoring and (4)reasons for attending private utoring.The paper is divided into six chapters, chapterl describes about the esearch background, the importance, the structure, the methods and the new creation of this paper. Chapter2 describes about the private tutoring and hybrid education theory, and situations of Cambodia. Chapter3 iescribes about the affective factors to the education. Chapter4 describes ibout the reasons that Cambodian teachers open private classes, macro and micro factors, education structure problems including the low service of the public school, low salary of teachers, and the society reasons, education reasons including state exams, remedial tutoring, structure ssues and the similarities between private classes and public classes. Chapter5 describes about the education reform including the advantages and disadvantages of private tutoring, the reform of high school education system and the recommendation, the last chapter is about the summary and prospect.
