In modern society,education is an important way for people who want to achieve the flow of upward social classes.In recent years,in the context of the continuous development of China's social economy,rising per capita income and the popularization of compulsory education,more and more families tend to give their children higher quality school education within the scope of family economic capacity.On the one hand,the family continues to increase investment in the education of their children.That increasingly forms the burden of education expenditure on the family.So,it is receiving more and more attention from all parties.On the other hand,because of the growing income gap between families,the educational resources available to students from different families have become different.The family's demand for educational diversification has promoted the development of the education market.The resources and institutional development outside the traditional perspective have become an important part of education.Due to the huge market demand,the off-campus training institutions engaged in extracurricular tutoring education in primary and secondary schools have blossomed in many countries and developed rapidly.At the same time,due to unclear regulatory responsibilities and insufficient management,it also led to problems such as chaos in the extracurricular tutoring market and uneven institutions.In the face of the brutal growth of the K12 business and the fierce competition in the education and training market,who should be supervised?How to supervise?This study aims to use H City as an example to investigate the development status and governance policies of shadow education through surveys,and to compare the policy measures adopted by the shadow education in international representative countries,so as to make reasonable suggestions for policy makers on shadow education governance in China.Make reasonable suggestions.The author will elaborate on the structure of the article below.The article is divided into five parts.The first part is the introduction,which mainly expounds the reason and significance of the research,the research content and ideas,the research methods,the research status at home and abroad and the definition of core concepts.The second part of the article mainly studies the development of shadow education in China,the development status and analysis of shadow education in H city,and the overall evaluation of the development of shadow education in H city.In the third part,by observing the research status quo,the author finds that the shadow education in H city has no market standards,no standard of curriculum,a mixed curriculum and teaching system,uneven teacher level and low teacher happiness index.The fourth part is about the governance countermeasures of shadow education in H city.It includes evaluating the function and orientation of shadow education;perfecting laws and regulations,establishing a shadow education market supervision system;establishing the certification,training and title evaluation mechanism for shadow education practitioners;making the linkage mechanism between off-campus training institutions and mainstream education schools;working together to build a supervision community for off-campus training institutions and construct a long-term mechanism.Finally,we advocate the society,mainstream schools,parents,and shadow education institutions to utilitarianize and return to the essence of education.
