| Lanzhou is the capital city of Gansu province and a typical valley city. Due to the terrain, the space development pattern is difficult. In order to expand the survival space of Lanzhou and response to national policy, the project Cutting off Hilltops and Moving Mountains to Build City in Lanzhou came into being. It aroused media, experts from the domestic and foreign, Lanzhou citizens, units and residents’ attention and heated discussion. Cutting off hilltops and moving mountains to build city can modify the original cities construction, resulting in space expanding, economic developing and a series of follow-up effect of urban construction. In city’s development, the public is the impact of urban construction result, it can be the influencer experience consumers, even builders. Understanding is a cognitive realization when a person get external stimulation. Different understanding will produce different response and behavior decision-making. If the public have the positive understanding on cutting off hilltops and moving mountains to build city, it will produce positive response behavior and become development momentum. Otherwise, it will be negative response behavior and the development resistance. Thus, how does the public understand about cutting off hilltops and moving mountains to build city matters a lot. The paper studies the cutting off hilltops and moving mountains to build city in Lanzhou from the perspective of public understanding.This paper firstly reviews the progress of related research, based on the related theories, and it chooses the suitable theories of the research, and studies the main concepts. It uses a combination of qualitative and quantitative methods to make empirical research. The paper uses the software of SPSS to calculate the investigation data and the weighted Topsis analysis method to study the development of planning area.The results show that I.Man knows much better than woman,the age of more than 65 yeas old and 18-40 years old know much better than any other age. There is no significant correlation between education and the level understanding of cutting off hilltops and moving mountains to build city. Ⅱ.Although the residents of planning area, citizens of Lanzhou and social groups of Lanzhou have different understanding on cutting off hilltops and moving mountains to build city, their understanding is positive and they all support it.Ⅲ. The residents of planning area, citizens of Lanzhou and social groups of Lanzhou’ understanding and attitude towards to cutting off hilltops and moving mountains to build city appears to be obvious spheres of law.Ⅳ.The media’s reports on cutting off hilltops and moving mountains to build city concerns on its environmental problems and the government action. Ⅴ. Government departments on cutting off hilltops and moving mountains to build city’s knowing degree is high, understanding and attitude is positive. They all agreed that advantages far outweigh the disadvantages in this case, and they want to develop in that region. Their focus is environmental impact, construction, residents, land, pollution, prevention and control measures, capital, disasters, environmental protection, land expropriation and change. Ⅵ.The related scientific research is very little. The cutting off hilltops and moving mountains to build city in Lanzhou passed the environmental impact assessment and got the support of evaluation experts.VII.There is inherent relationship between different public, they are interdependent.Ⅷ.As consequence of different public understanding, planning area get different response action, they have distinctive development. Taking use of the weighted Topsis method to deal with the data from public understanding of the cutting off hilltops and moving mountains to build city in Lanzhou, sorting area development are as follows:the new town in the northern region of Lanzhou, The eastern area in Lanzhou New Area, the western area in Gaolan county and the area in Shuping town. |
