The process of school improvement is systematic and lasting, during which school acts as the most important subject who can integrate all kinds of resources from and out of the school itself, who can evoke the inner energy of school and strengthen the ability of improvement by grasping appropriate tongs, so as to realize the final improvement of the whole school. Considering school improvement is a complicated process which needs the policy support and financial support from government administration sections, technical guidance from the academic researchers of university and in-service teachers training institute, it must turn from the mode of fighting alone to the mode of fighting together, that is to say, building up corporation relationship with different organizations actively.Adopting case study method, literature survey, interview method and observation method, this dissertation mainly reveals the improvement process and its effect. It combines theory and practice to explore the mechanism of endogenous development, shapes the theoretical framework of school improvement, comes up with possible solutions directing at problems, so as to offer useful suggestions to the practice and research of school improvement.This dissertation is divided into five chapters. The first part is a simple introduction which talks about the origin of the problem according to historical background and practical condition. Then, it rethinks on the development of school improvement research profoundly and defines the core concepts of research.The second part is research design, including the research purpose, content, thought and method, as well as the selection of case.The third chapter emphasizes the practice process of school improvement in the background of corporation between university, government administration, in-service teacher training institute and school. After presenting the basic information of the case school and the background of corporation, it focuses on the situation of school-based research in terms of the development of the school-based curriculum system and characteristic lesson. At last, combining with the interview material, the questionnaire data, the observation record and the school document material, this chapter presents the improvement of the school in all rounds including the professional development of the teachers and the headmaster. On the on hand, the teachers enhance their consciousness and activeness, sense of transformation and reflection, as well as the ability of research and problem solution. What’s more, they even set up learning community to share mutual support. On the other hand, the headmaster lays a solid foundation of education theory, learns to turn a ear to different ideas to find the potential of the school, transfers the mode of thinking and the style of leadership, and becomes aware of sharing power with his colleagues.The forth chapter is about the operation mechanism of "U-G-I-S" corporation, including the aim mechanism, the content mechanism, the process mechanism, and the supervision mechanism. At first, the aim mechanism is divided into three parts which are the different interests and roles of each side, as well as their mutual purpose. In terms of interest, government administration aims to integrate education resource to improve area education quality on whole, universities aim to fulfill their function of social service to lead the development of the general education, bridge the gap between the practice and the theory to be beneficial to the progress of researchers’ development, earn some money to support the promotion of the research. Schools aim to go through the development bottleneck and improve the education quality, follow the trend of curriculum paradigm shift and develop teachers’ ability of class participation by corporation, expand the school influence by interaction and resource integration. In-service teacher training institutes aim to give intellectual support to administration departments and help them overcome the shortcomings, cultivate outstanding teachers, famous schools and prestige headquarters to promote the process of the school development, push forward the balanced development of compulsory education and influence areas’ education level profoundly. The mutual purpose of four sides is the endogenous development of the school. The following part emphasizes on the roles of different sides that government administration is the indemnitor of resource of policy, the supervisor of improvement process, the commander of area education development. Researchers from the university are professional knowledge providers, practice activity interveners and education theory generators. Headmasters and teachers are the leaders of school improvement. In-service teacher training institutes are the matchmakers and coordinators of the corporation relationship who are also responsible for feedback of the improvement effect. Secondly, the corporation content mechanism is school-based research in terms of the development of school-based curriculum system and characteristic lesson. School-based research has many different forms, such as diagnosis model, target project training model, network learning community and so on. At last, the corporation process mechanism includes clear and definite responsibility division and equal profound interaction. Through the analysis of corporation mechanism, this research explores the working mechanism of "U-G-I-S" cooperation promoting the school improvement. That is enhancement the professional ability of teachers and headmaster who are the real leaders of school improvement, so as to realize the whole improvement in all rounds.The fifth chapter emphasizes on the difficulties, possible solutions and enlightenment. The difficulties include different discourse system, the lack of evaluation system and other guarantee system like capital, time, related regulations and laws and so on. This part illustrates three enlightenment, including enhancing the inner potential of school, finding a powerful and efficient tong of school improvement, guaranteeing all related people take part in school improvement.
