Reading teaching position in language teaching is very important and an effective reading instruction is an important way to develop students ’reading ability. The core of reading ability is the ability to understand which is the key factors determining students’ achievement. Thus, whether it is in order to develop students’ability in reading, or to improve student achievement, we must pay attention to the reading instruction.Reading Instruction can be divided into reading instruction of literary texts and practical articles in general. Reading on literary texts has always been paid attention on.Interpretation theory of literary texts is detailed and there have been many outstanding writings about literary texts’ interpretation. Situation about practical articles’reading instruction is on the contrary. Theoretical research has not formed and there are few excellent teaching cases in first-line teaching practice. In response to this phenomenon, this paper examines the reading instruction of practical articles from the perspective of the culture of learning ability. This paper discusses the theoretical system, the target system, teaching texts’selection and determination of teaching content.Chapter 1 is the introduction. This part discusses the value of this paper at first. Then the keywords in the text, such as "learning ability", "reading", "practical articles" are defined. At last, the introduction analyzes the current situation about the topic in four parts. For example, the value proposition of reading instruction, the selection of articles in language textbooks, the determination of teaching content, and the research sight of the topic.Chapter 2 discusses the basic reading theories in view of the training on learning ability. Firstly, this chapter discusses the connotation and main points of "reading literacy". Secondly, category theories about reading and its points of attention are introduced. Then comprehension about "comprehension" in reading is listed. At last, the author introduce the orientation theories about reading and related points.Chapter 3 talks about the construction of targets’system. At the beginning of this part, the author confirmed the proposition and aspects of the targets’system.Then expounds the system in detail considering the training on learning ability.Chapter 4 discusses the selection and arrangement of teaching texts. The criteria about teaching texts’selection are determined at the beginning of this part. And the author put forward a series of specific recommendations that are aimed at the problems which exist in the selection of teaching texts in practical articles. After that, the "incomplete" text is described in detail in the arrangement of teaching texts, so does the design about questions in a text.Chapter 5 mainly talks about the determination of teaching content. Firstly, the author explain the theoretical basis and standards with regard to the determination of teaching content. Combined with practical articles’features, approaches and strategies concerning the determination of teaching content are discussed in detail under "normal" orientation. And approaches and strategies under "abnormal" orientation are also explained in brief.At the end, the author concludes the main achievements and deficiencies in the paper and make an expectation about the topic.
