Out-of-school educational activity is the main way to implement out-of-school education, usually planned, organized and implemented around one theme, in nature, it is a comprehensive practical activity. As an aggregate resource to design and organize out-of-school educational activity, out-of-school educational resource package plays an increasingly important role in promoting the overall development of students, meeting different students’ interest, developing students’talent, cultivating and fostering outstanding technological innovation person. Therefore, designing and developing high-quality resource package has very far-reaching significance. However, the current theoretical research about it is very week, urgently need to provide an effective approach to develop it. In order to comply with this demand, the author, based on the theory and practice, proposed a set of specific and feasible method of biological resource package development, which can provides the person who want to develop resource package the necessary technical support.First, by searching, collecting and organizing literature and network resources, the concepts were clearly defined.In addition, explored the theoretical basis of developing out-of-school educational resource package. Second, sort the package’s research state of home and abroad, then summarize the successful experience of foreign countries and achievements, shortcomings of home country in the development of it. Combining with the actual situation in Shanghai area school students to participate in educational activities, propose the methods and strategies of Shanghai to further develop out-of-school educational resource package. Finally, based on preliminary research, the author proposes a practical method to develop biological out-of-school educational resource package. For this method, a senior expert-school education development in the resource bundle presents his views:this method developed step chain, workable; Emphasizing the main members of the training, practical and strong; Focus on the development of the concept-oriented, strong guidance; Theme Chooser prominent features, strong regional; Pay attention to Content Framework’s importance of convergence, systematic and strong; Both teacher’s and student’s writing style, comprehensive and strong. But also believes that writing style single slightly, less diversity; Evaluation of activity relatively weak,lack of science.Studies have shown that the development of biological out-of-school educational resource package need to further enhance the theory, combined with the specific practice to optimize their construction. In the process of its construction, pay attention to grasp the theme of the resource package, so as to enhance the system of knowlege. Also, pay attention to the value of science, the knowledg content’s select contact hot social issues, reflect the times; About content layout, the writing style of each chapter activity to achieve unity, enhance normative resource package; In the process of development, focusing on the needs of the service object, considering their age characteristics and learning practice, enhance the efficiency of resource package. In addition, for the development in the resource bundle, developers should update their educational opinion, grasp the development principles, to find out the needs of students; The implementation of teacher should also be a clear person of special characteristics, based on the teaching practice, breakthrough resource constraints, in order to achieve dynamic resource package perfect.
