Since the 1990s, creativity has received wide attention in the world. America’s "21st century skills" in the interest of the innovative skills and creative; the United Kingdom, Australia and other countries are considered to evaluate the creativity of educational evaluation is an important one-dimensional; China is also "Long-term Education Reform and Development Plan (2010-2020) ", and the" prominent cultivate innovative talents "as a major task for the future. However, under sustained pressure oriented studies, our existing academic exams, too much emphasis on subject knowledge test, while ignoring students’ creative ability, the ability to focus on practical, non-intelligence factors, attitudes, and excessive reliance on quantify the ruling, and the lack of qualitative judgment. In the new century, the study of creativity into a worldwide issue, countries have recognized the strength of competition in the nature of creativity on the performance level of each country. The 21st century, whether it is the face of the challenges of economic, social, and other aspects of the digital age, or face the spiritual, environmental dimensions of pressure, require our education system can have an important contribution to culture on student creativity.This paper first the background, significance, logical framework, the core concepts are briefly described. Next, the connotation of creativity and composition were explored, carding and abroad main ideas and perspectives on creativity, composition, combined with Sternberg’s theory of intelligence triples, dialysis constitute an important element of creativity for creativity and culture evaluation provides the necessary theoretical basis.
