China’s higher education enrollment expansion leads to the gap of resources shortage being bigger. But in this case, there are lots of resource waste phenomena caused by irrational allocation. Studying the efficiency of universities’resource allocation, getting to know the status quo of universities’resource allocation, and finding out the limit influence factors of college education resource allocation efficiency can provide powerful basis for university individuals to optimize their resource allocation, provide a reference for government to allocate the education resource reasonable. It is of great significance for promoting the education resources in universities play its biggest benefit.Combined literature study with actual situation, the paper recognized the influence factors of the education resources allocation efficiency, divided those factors into 3 dimensions, and put forward the framework of the influence factors internal relationships and influence factor dimensions’influence path. Then this paper analyzed the inputs and outputs of universities considering index heterogeneity, and build the model of universities’resource allocation efficiency used data envelopment analysis. And combined CCR model with cost minimization model, the model could estimate the allocation efficiency and reveal the changes in the relationship between outputs and inputs. On this basis, the structural equation method was used to verify the authenticity of hypotheses and analyze the degree of the influence factors act on efficiency. The results showed:(1) Overall, the proportion of university education resource allocation effectively was 9.38%. It was very low. (2) Sub-regional perspective, no matter the proportion of effective allocation or average efficiency, the best area was the east, then was the west, and the last was the central region.(3) Regional economic development level of college education resources allocation efficiency not only had significant positive direct utility, but also could indirectly impact on the university education resources allocation efficiency.(4) Universities conditions and educational resources allocation efficiency was a significant positive correlation.(5) University personnel structure on efficiency of direct influence was not significant, but it could influence the education resources allocation efficiency indirectly.Main innovation points of this paper:Firstly, the paper explored the mechanism and pathways between influence factors based on structural equation model. It could enrich and perfect education resources allocation theory in universities. Secondly, influence factors was divided in dimensions and the influence factors framework of education resources was built based on factor analysis. Thirdly, the study combined CCR model with cost minimization model estimated the efficiency. It solved the existing problem which regard technical efficiency as allocation efficiency.
