| The local industry transferred colleges played an important role in the development and prosperity of various industries since the founding of the People’s Republic of China.The development of these colleges has been confronted with many challenges after being transferred to local government.Meanwhile,The problem of higher education resources has been more and more prominent with the coming of higher education massification.Therefore,this paper studies the resource allocation efficiency of local industry transferred colleges with practical significance and research value for its more effective use of resources.Taking 127 local industry transferred undergraduate colleges as the research objects,this paper based on the theories and research methods about allocation of resources in higher education sets up a resource allocation efficiency evaluation index system and evaluation model,and then calculates the resource allocation efficiency by using DEA software.On the basis of efficiency evaluation,a hierarchical linear model is used,with the local GDP,the importance of education,the investment intensity of scientific and technological funds as the regional independent variables,and the institutional type,institutional property,student and teacher ratio,as well as discipline development level as the independent variable at the college level,which explores the causes of the differences among the resource allocation efficiency of local industry transferred colleges.The main conclusions drawn through the empirical research include:(1)The efficiency of resource allocation is generally low,and there is still much room for improvement.In addition,the efficiency of resource allocation of liberal arts colleges is generally better than that of science and engineering colleges.(2)Most local industry transferred colleges are constant or increasing return to scale through the analysis of the scale effect of various colleges.(3)Different institutions have different level of resource input redundancy through the analysis on DEA ineffective input and output.And most colleges aremainly lack of research outputs,followed by insufficient outputs of social services.(4)There are some regional differences between the local industry transferred colleges through the analysis of the resource allocation.This is also a practical evidence for a hierarchical linear analysis of the resource allocation efficiency by hierarchical linear analysis based on regional differences.(5)The result of hierarchical linear analysis of the influence factors of resource allocation efficiency shows that the institutional level and the institutional type both are significantly correlated with the resource allocation efficiency of local industries;there is a significant negative correlation between the student-teacher ratio and the resource allocation efficiency of the local industry transferred colleges,and the relationship between the student-teacher ratio and the resource allocation of colleges is not a simple linear correlation,but an inverted U-shaped correlation;there is a significant positive correlation between the discipline development level and the resource allocation efficiency,and the promotion effect is regulated by GDP and the importance of education.At the regional level,there is no significant correlation between GDP and the resource allocation efficiency,but the degree of emphasis on education and the investment intensity of scientific and technological funds are positively correlated with the resource allocation efficiency of local industries.Based on the results of empirical research,this paper puts forward suggestions on optimizing the resource allocation and improving the efficiency of resource allocation: optimizing the scale of teacher and student and improving the quality of personnel training as well as strengthening cost accounting and coordinating internal management mechanisms to improve overall resource utilization;strengthening the training of teachers’ scientific research ability and keeping close contact with the external environment to broaden the development of colleges;Strengthen the discipline foundation and its industry advantage,open up the characteristic development path;giving full play to the role of macro-control and raising the emphasis on science,technology and social services. |
