With the economic society development and population growth, the great changes have taken place in social environment of the current family planning policy, which made the one-child policy as the core, the family planning policy is imperative to reform. According to the Sixth national population census data, the China’s total fertility rate was only 1.18. The problem of aging population and labor resource shortages caused by the population gradually stand out. In this background, in November 2013, the Chinese Communist Party 18 Third Session launched a new policy that one party is only children couples could have two children. All over the country subsequently implemented the policy, which aimed to alleviate various adverse effects caused by the population problem by increasing the population. However, whether the goal of this policy could be smooth realization is still needed to wait and see. In this paper, what factors play a role to promote and hinder the role in the process of the implementation of the "separate two children" policy was researched, in order to understand whether the second child fertility desire of "one party is only children couples" could be smoothly into the final willingness from behavior.In this paper, the research used data from the questionnaire survey, snowball sampling method was used to select 120 subjects of "one party is only children couples", statistical analysis was carried out on the sample survey and the analysis of the frequency by using SPSS 19.0. The characteristics of different groups of childbearing willing contingency cross analysis and the second child fertility desire were analyzed in TAB in the process of decision-making. Secondly, selected from the object of investigation respondents of 8 typical representative cases were analyzed, the deep analysis of data was obtained by interview. Give priority to with qualitative research, quantitative research is complementary to the second child fertility desire were analyzed. From the perspective of the theory of planned behavior, from Attitude toward The Behavior, subjective norm and perceived behavior control variables, the analysis of social psychology was done for the second child fertility desire to reproductive behavior process.Through comprehensive analysis, this paper get the conclusion as follows: desired childbearing number of "one party is only children couples" is given priority to with two children, gender preference is not obvious, delayed marriage and delayed child bearing is still the main trend of birth time, reproductive purposes pay more attention to the satisfaction of "emotional needs "; the second child fertility desire of different groups of different characteristics are not the same, before and after the policy issued people’s second child fertility desire changes significantly; the policy awareness and approval degree is higher; Attitude toward The Behavior, subjective norm and perceived behavior control variables will affect fertility desire, as a condition of actual control of perceived behavior control variables in the case of the conditions, determine the actual birth behavior; to achieve the policy objectives is difficult. The following three aspects are beneficial to achieve policy objectives: promoting the transformation of fertility desire to reproductive behavior; changing the concept of responsibility related to family planning department; continue to adjust policy on birth control. Through the transformation of fertility desire to reproductive behavior and changing the concept of related to family planning department’s responsibility to promote and safeguard to achieve the policy objectives, by continuing to adjust and improve the birth policy, to improve the birth rate, relieve the aging population and shortage of labor resources, and so on.
