The sense of justice is an unchangeable topic in the area of education which includes higher education. Australia is a country which only has more than 200 years old, but its high speed of development can not leave with focusing on the sense of justice. Especially after the end of 1980 s, according to the social problems, the federal government enacted “A Fair Chance for all”, making the Australian higher education equity policy frameworks, which ruled six “equity groups” who needed special protect including women in non-traditional area, students from non English background, students with disability, indigenous, students from low SES,students from regional and remote. The report called for all the universities should weight on protecting these groups and enlarge their proportion in the higher education even in the post graduation study. As the strengthening of protection and supervision, women in non-traditional area had got a lot improvement, even caught up with the number of male students in some traditional areas. Therefore in order to encourage women go back to family to be good mothers and wives, Howard government enacted a series converse policies. In the new reformation of education by Nelson, gender was removed from the equity framework altogether, although universities were asked to continue to monitor gender across all fields of study. Some scholars think men in representation, particular in the disciplines of education and suggested that men should be considered an additional equity group. Under these policies, the development of women groups in higher education and other social areas suffered difficulties and slowed down their development. The main problems was men in their tradition areas still had advantages compared to the situation that women’s disadvantages. Men and women are in the imbalance of gender segregation in major distribution. This paper, form the perspective of policy sociology, expounds the full-development and difficulties of female higher education, especial analyzing the social gender culture and the inter-action of the policies with society.The paper is separated in to five parts. Reviewing the development of female higher education and analyzing the reasons of women in non-traditional in the higher education equity policy framework and influence of it. Thinking on the “appearance” and “disappearance” of female group in the Australian higher education equity policy framework and analyzing the social gender cultural basis and the conflict and reconciliation of policy context and social interaction from the perspective of policy sociology. Women in non-traditional area cannot have same education resources with men for their social stereotype in social cultures, these problems are not solved from the level of education policy and social sense. So only make the sense of gender into the policy making can it improve the social equity..
