Since 1980 the Chinese government began to implement a strict family planning policy, advocating a couple have only one child. With the dramatic increase in the number one child, the risk of one-child families are also facing increasingly prominent. The loss of one-child families, not only to withstand the loss of their children’s mental anguish, but also bear the pressure after half a lifetime pension alone. How to make "lost independence" group security for the elderly medicine, old age, old age finally, to provide effective assistance to this group, took over they had faith in the future of their children, and has become a place in front of the whole society, especially the government urgently important task to solve.In this paper, Changsha Ningxiang selected as our survey area, Ningxiang County Family Planning Bureau, the relevant staff county Women’s Federation, and the culmination of the town-owned Town’s blessing alone who lost village (community) related staff, as well as town family planning staff conducted a survey, interviews, understand the lives of those who lost independence situation, difficulties and demands, combined with the current policy, data, and relevant literature on the loss of independence were studied.This paper is divided into four parts. The first part is an introduction. Focuses on the current social background, the loss of independence person theoretical and practical significance. While the current loss of independence at home and abroad who study conducted combing introduces the theoretical basis of this paper, and the research content, research methods were described in detail. The second part is the loss of independence by the basic situation and future aspirations. In this section, the author through research analyzes alone who lost the current economic situation, life care and mental condition, and on this basis to predict the loss of independence may exist in the future pension dilemma. The third part is the loss of independence by the status quo of government assistance. Mainly discusses the status quo policy of helping all levels of government level, and the lack of current assistance policy were analyzed. The fourth part is the responsibility of the government to improve policy-based perspective. Including the improvement of relevant legal system alone who lost support; development and improvement of support policies to improve support standards; establish a sound government-led pension system and strengthen psychological counseling, loss of independence by giving greater comfort.
