Textbook and teacher have always been the focus in the areas of curriculum and teaching methodology. In terms of Textbook, the new-century-course reform has paid great attention to the adjustment and innovation of the Textbook. Under the principal of “one-guideline-but-different Textbook”, the Textbook in our primary education are more human-oriented. However, if teacher take a passive and negative attitude and are not willing to turn the conceptual Textbook to behavioral Textbook, even the best Textbook can’t guarantee the realization of the objectives of curriculum. It is universally acknowledged that teacher are the executors of the curriculum and subjects of the classroom teaching. teacher have been playing a major role in the realization of the teaching objectives. Therefore, during the reform of education, great emphasis must be paid to the cultivation of teaching concepts and ability and endowing rights to teacher so as to ensure that the teacher could be converted from the outsiders of the Textbook to the introducers of the education. Therefore, they will be able to play more significant roles in the following four aspects of development, design, implementation and evaluation of the curriculum.This first part of this paper is an introductory part, which first introduces the background, purpose and meaning of the discussed thesis, summarizes the current research and their shortcomings, expounds the researching method, creative points and some elementary concepts. The second part deals with the roles and positions of the teacher and Textbook during the reform of curriculum in elementary education. by questionnaires and talks, discusses the roles and positions of the teacher and Textbook, the role of the teacher in editing Textbook, and the teacher’ role and position in teaching and training. The third part mainly analyzes the causes of Textbook outweighing teacher. Later, the issues of the Textbook-oriented education are discussed and the causes are analyzed. The last part of this paper offers strategy of reform based on teacher. According to the above analysis, we propose a strategy of teacher-centered,in which the teacher can be more positive and will play a more important role in the edition of the Textbook, the second development of Textbook, the rights during teaching, and training in the process of reforming the curriculum.
