On The Outflow Of Teachers In Primary And Middle School In Rural Areas Of Enshi Prefecture

The outflow of teachers of primary and middle school in rural areas has been a prominent problem for education in today’s China, especially in Middle West Areas.This thesis, on the basis of the outflow of such kind of teachers in Enshi Tujia and Miao Prefecture, propose measures to solve the outflow, from the perspective of society, economy and public administration.Because of the poor foundation, backward teaching facilities, the outflow of teachers in rural areas is so serious that education encounters lots of difficulties in Enshi Prefecture. Based on investigation, this thesis summarizes the reasons for the current situation of education in rural areas in Enshi Prefecture as well the origin for the teachers’ outflow. It could be induced into five aspects: insufficient funds for education, low salary for teachers, unequal rights in society for teachers, the rising of private-owned school and increasing enrollment of senior middle school and the differences between urban and rural areas.Presently, as for the outflow of teachers in rural areas, it could not be avoided,but with the attention from the government as well as the hardworking from the administration department of education, the outflow could be minimized. The author of this thesis put forward three points of advice: first, government of all levels should attach great importance to education so as to invest more to education; second, series and different measures should be taken so as to construct a humanistic environment of“taking people as orientation”; third, system and institution should be improved so as to lead a orderly flow of teachers.How to adapt to the new situation for the talents competition under socialist market economy in order to maintain the relative stability of the stuff in rural schools is a significant issue for schools in rural areas to study and solve. On account of the experiences in Enshi Prefecture and other places, the author of this thesis propose some useful measures for the local government and educational administration to scientifically solve the problem of outflow of teachers in rural areas.
