Study On Higher Education Supply Regulatory Mechanism

Since the twenty-first Century,the state and the society have put on a high value on the development of higher education,which promoted higher education into the popularization stage.However,with the increasing improvement of the socialist market economic system,the supply of higher education system with a strong planned economy color gradually revealed many shortcomings.The economic base determines the superstructure.The market economy system objectively requires the introduction of marketization into the higher education supply system.So,how to build a higher education supply mechanism which fit in with the socialist market economic system has been the serious part of the reform of higher education.This study is on the perspective of higher education demand from student consumers,and on the basis of theoretical study which is about the supply of higher education from domestic and foreign scholars.The practical research is referred the undergraduates in four domestic universities as the research objects,access to relevant data through questionnaires and individual interviews,analyzing the existing contradiction between supply and demand of higher education with SPSS software.From the starting point of students’ need,the contradictions between supply and demand of higher education can be described as:the total amount of higher education opportunities are insufficient;the low quality of higher education supply;the supply structure is not reasonable;the internal management in universities is not scientific.We can find that because of the mode of government centralized management,in the higher education supply regulatory mechanism,the government regulatory mechanism has a better position than market regulatory mechanism,which leads to the repressed function of market regulatory mechanism,and the defection of government regulatory mechanism accelerates the contradictions.The main problems existing in the higher education supply regulatory mechanism are demonstrated as follows.First of all,the mode of government centralized management is no longer fit for the socialist market economy.Secondly,the market cannot give full play to the leverage.Thirdly,the lack of consciousness of self regulation within the higher education system exists.The reasons why the higher education supply regulatory mechanism can’t meet the students’ educational demand are as follows.Firstly,the universities are separated from the market with the direct management of the government.Secondly,the development of higher education and social economy are not on the same pace.Finally,the public are fettered by traditional thoughts for long.In the environment of market economy,the universities and colleges meet individuals and society directly,and the demand from them affects the content and form of the higher education products and services.Under this condition,the establishment of higher education supply regulatory mechanism based on the demand of students conform to the era.In order to reform the present higher education supply regulatory mechanism,there goes some suggestions.Firstly,giving full play to the economic lever function of market.Secondly,changing the functions of government.Thirdly,Strengthening the internal adjustment regulatory mechanism.At last but not least,handling the relationship between government, universities and the market correctly.
