With the social development and education reform, evaluation, selection and social division of the college entrance examination are maturing. Hence, scientifically and normatively evaluating the level of the questions set in tests is needed. As a guidance document in college entrance exam, outline is the most targeted, so the questions set must be highly consistent with it, in order to ensure the reliability and validity of this important academic evaluation. For the reasons above, the present paper analyzed the consistency between the college entrance examination science papers and outlines.Among numerous of the consistency theories, the mode ofWebb are widely used for its reasonable program, clear framework and quantitative criteria, workable and many other advantages. This paper based on localized Webb mode, as well as combined with the specific cases of the papers and outlines, proposed a method design to study consistency between them in the third chapter. This study used the literature research and quantitative analysis method, after data processing and analysis, we demonstrated the following conclusions:1. Analyzed six knowledge domains, the overall level of consistency are:Plane analytic geometry> Trigonometric function and plain vector> Function and derivative = Solid geometry> Probability statistics> Series of numbers and inequality.2. Analyzed four dimensions of consistency, the balance of the distribution of knowledge was the best. The kind and depth of knowledge were also in satisfied consistency, the breadth of knowledge was difficult to seize.3. Analyzed examination papers in different years, we found that the paper in 2012 was moderately difficult but the difficulty gradient was uneven, comprehensive scale was slightly poor; the paper in 2013 was in highest consistency and was moderately difficult, comprehensive scale was great; the paper in 2014 was also moderately difficult but in uneven gradient, focused on inspecting the arithmetic capability.4. In the situation of generally lack of consistency in knowledge breadth, the field of plane analytic geometry especially analytic geometry showed great comprehensiveness, at the same time, the significant role of analytic geometry in senior school math was showed.All above, the present paper proposed some conclusions aiming at starting a discussion:1. Propositions should focus on connecting key points of knowledge to enhance the breadth of knowledge. On one hand, do not easily give up the knowledge points when the difficulty or length or other factors were hard to handle; On the other hand, knowledge points that are not so significant may as well test in limited number of questions.2. Ensure that the number of questions in every fields of knowledge are sufficiency. Comprehensively test multiple points of knowledge in various of fields, meanwhile, fully tap the instrumental role of the knowledge points and penetrate them into all types of questions or fields. As a consequence, the comprehensive scale is improved and creativity is realized.3. Considering the depth of knowledge would be impact by knowledge background and computational amount. The key steps of problem solving should be better not fall on the pre-high-school mathematics knowledge, computation amount should be moderate.At last, we put forward two direction for continuous research. Firstly, the limitation of the present study showed the significance in standardly coding practices. Secondly, we expect that the combination of consistency between questions and outlines as well as consistency between subjects and tests will realize, in order to put forward constructive suggestions for outline compiling.
