The Comparative And Evaluation Study On Colleges And Universities Innovation

In the world, university play a very important role in scientific research. University R&D activities support a country human resource, industry strategy and the whole country innovation.For university R&D activities, the efficiency of output and input is a core index. Influenced by many factors, The R&D activities is unbalanced in different regions. Since 2004, the R&D activities turn up an irregular fluctuation. This essay is aim to conduct quantitative analysis about the above differentiation and put forward relative suggestions.This essay contain 6 parts:(1)compared and analyzed R&D personnel, average expenditure, average output of the four regions by descriptive statistics. (2) Using C2R method to analyzed the whole country’s TE and compared the four regions difference of TE. (3) Using BC2 method to compared and analyzed PTE and SE of the four regions. (4) Seek reasons of non DEA efficiency based on Differential analysis method. (5) Using Malmquist index method to analyzed the four regions R&D activities efficiency from dynamic perspective. (6) Find out the influencing factors by DEA-Tobit method.Conclusions:(1) There is 50% parts of eastern region,which TE is more than 1. The west and middle is 66.7%, which means there exist differentiation among four regions. (2) From region’s perspective, all of the regions are non efficiency in STE. However, in term of SE, the return to scale of most parts is increasing. (3) The reasons of non DEA efficiency of our country are input redundancy and output insufficiency. (4) In term of influencing factors, human resource quality, financial input pose a positive influence on R&D activities.For fully development of universities innovation and narrow down the gap of regions and realized the coordinate development among universities scientific research and society progress and economic development, we should enhanced personnel training and upgrade technology. on the same time, we also should promote transformation of scientific research at market orientation.
