In a country with more than 800 million rural people, the development of all social aspects of will be restricted by rural issues in. "Agriculture, rural areas and farmers” is a major issue concerning the overall situation of reform and opening up and modernization. The stability, prosperity and modernization of rural areas is closely related with that of the whole country. “To achieve economic growth of agriculture, increase incomes, and realize rural stability, the main way will be to improve the quality of rural laborers, which can be only achieved by improving education in rural areas. Under the domestic development of vocational education, this paper is intended to focus on vocational education in Shouguang, Weifang. It studies the status of vocational education in rural areas and existing problems, analyzes the vocational education for farmers in Shouguang, and discusses in detail achievement and shortcomings. It also sums up the experience of success and analyzes reasons of failure, thus can be a reference on how to develop rural vocational education. Firstly, this paper analyzes the social background of the development of vocational education in Shouguang, and discusses the significance of rural vocational education in Shouguang to rural issues: it can promote rural information construction; improve farmers ’cultural life; increase job oppotitunies; increase farmers’ income and also promote the construction of ecotourism in Shouguang. On this basis, it discusses in details the achievements and shortcomings in vocational education in Shouguang from five aspects: stages of development, schooling mode, distribution of students, status of teachers, and development planning. This paper also analyzes problems of rural vocational education in Shouguang from five aspects, including shortcomings in teaching mode, employment, self-funding of schools, students, teachers and so on. Then it analyzes the internal and external reasons for these problems. Finally, it presents how to build a new mode of vocational education, for example improving the development concept of vocational education and building up a new vocational education mechanism.
