Since the reform and opening up, with the government and social organizations in the "third field" in addition to economic and political activities, the third sector and deregulation of power transfer to private non-enterprise organizations for an important part of the social organizations flourished, and gradually assume with complementary functions of government functions, the full complement of the lack of government functions. Sports private non-enterprise organizations in the main function is to provide sports activities and sports related phenomena associated with people’s physical needs, providing public sports service, while providing differentiated sports consumer demand.In this paper, make use of literature, logic analysis, interviews and other research methods. Firstly, the concept of non-sports people define, in accordance with its non-sports people engaged in, activities and services carried out by dividing an object, sort of private non-enterprise organizations’historical context of the development of youth sports clubs fis the main types of sports private non-enterprise organizations even to include other operators to study for reference only been registered in Beijing, the county civil affairs departments at all levels, that have legal status in the legal sense sports class private non-enterprise organizations as the object of study. The statistics show that the development of non-sports people not only in the number of significantly increased in recent years, in terms of quality available to the community and sports service product groups also received a lot of increase.China’s reform and government agencies in the new phase of decentralization and accelerate the transformation of government functions, under the background of building a service-oriented government, transfer and release functions of administrative sectors at all levels of sport for sports people of non-establishment, development and prosperity as well as providing increasingly the larger development space. However, under existing conditions, private non-enterprise sports, whether on-site management of the organization, organizational competition or external public governance constraints are faced with the dual pressures inside and outside, in the face of complex social environment, is both an opportunity and a challenge. Thesis proposal, based on the existing organization, establish a sound operational mechanism within the organization, improve and achieve multi-organizational business model, strengthen macro guidance of business administration, protect and optimize the effective operation of all levels and types of non-sports people, implementation and better social and social impact.
