| Referees are a significant part of basketball sports, yet mutually promoting and interacting with each other on the basis of their simultaneous production. Additionally, the cultivation of basketball referees plays a key role in developing basketball sports. Nowadays, such cultivation is more important along with the enhancement of China’s integrated competence of playing basketball and the gradual improvement of match quality. The development of referees in Changping District of Beijing is well conducted but there still exist problems in the construction and cultivation. The essence of basketball rules is to improve and promote the standard, the equality, the rationality and the variety of basketball matches, to enhance the excitement and to enable the audience to more support and appreciate matches. Thus the basketball sports can be enduring and last long. As executive and decision maker, referees need to continuously develop the fine quality of basketball sports, to firmly resist the violence in matches and to promote the healthy and consistent development of basketball sports.Referees in Changping District of Beijing should get rid of the impeding difficulties and solve the consequent development problems, and furthermore, to unify and perfect the cultivation system of basketball referees. With the enhancement of system reform and the continuous external support, the referee work in Changping District will be more normative.This paper arrives at the following conclusions upon the survey and analysis of basketball referees in Changping District based on literatures, questionaires, interviews and mathematical statistics.1. The ages of basketball referees in Changping District of Beijing are between 20 to 50 and teachers from universities and middles schools compose the major part of referees. The validity term generally lasts 5 to 25 years.2. Problems in the cultivation of referees:the structure of referees’ ranking is not rational. Referees in Changping District mainly consist of the first-grade and the secon-grade, among whom there is no state-level referee. Small number of referees, lack of experience in high-level matches, and other problems in the term, frequency, time and form of training referees are revealed in the cultivation process. Additionally, the evaluation system needs to be improved, and its form needs to be refined.3. According to the reality in Changping District and the problems in cultivating referees, countermeasures for dealing with management, cultivation, training and learning of basketball referees are proposed. The referee work in Changping District needs to aim at becoming younger and more standardized. Therefore, departments in charge of physical education should broaden the reforming horizon, enabling the referee work of Changping District to be better developed.The cultivation system of basketball referees in Changping District of Beijing, if it is advanced on the present basis, will be better established with Beijing Changping District Sports Bureau as the main strength based on the the practical situation in Changping District. As one of the districts in Beijing, Changping should establish and imporve the cultivation system of basketball referees to satisfy the basketball sports development. And moreover, it is a key part of social sports reform and the urgent request of local people’s body building. The construction of this cultivation system will enable the development of basketball referees to be better conducted and more importantly, will provide valid reference to the establishment of basketball referee team in Changping District and other suburban districts. |
