With the gradual application and continuous development of the three grade curriculum policy in china, development of the school-based curriculum in primary and middle schools are in the process, and it has become a synonym for a new round of the basic education curriculum reform. Admittedly, some schools have made certain achievement of education through the practice of school-based developmentHowever, the development of school-based curriculum is also a “double-edged sword” for its first time appearance. There gradually emerge many negative effects in the practice of school-based curriculum development, which include it intensify the gap between the uneven quality of school education and spend too much manpower, material resources and financial resources and other educational resources. Meanwhile, some teachers are lack of the professional theory and skills of the development of school-based curriculum, which seriously restricted the development of school-based curriculum, and it is easy to be “marginalized”, or even get into the crisis of “empty”.Crisis make us alert, difficulties stimulate our thinking and adversity help us to survive by using the method of documentary, investigation, comparative and case, This paper analyzes the various reasons for the existence crisis of the school-based curriculum development by taking the survival crisis as the first step.Finally, we come to the conclusion that school-based curriculum development loses its inner soul of “school-based nature ”.So, what is the true meaning of the development of school-based curriculum? Why the lack of "school-based", could make the development of school-based curriculum get into trouble? How to give the development of school-based curriculum the nature of "school-based", and make a breakthrough on the development? Finally, we will discuss what kind of practical strategies can achieve the development of school based curriculum with its "school-based" nature. In order to provide an effective path for its survival, around these four continuous problems, this study is divided into four parts in detail:The first part: the author gives an complete interpretation of the school-based “soul” of school-based curriculum development from three dimensions, which are: the realistic situation based on school, rooted in school with the aim of forming its own characteristics. This is the ideal state of school-based curriculum development, and through this the author will further interpret the measure and value pursuit of “school-based nature”.The second part: as the development of school-based curriculum is lack of “school-based nature”, which makes it get into the development, plight, the author will analyze it with the specific caseThe third part, the author will give the school-based curriculum development the soul of “school-based” and help it make a breakthrough in development through effective ways.The fourth part, in this part the author will construct a model of school-based curriculum development with “school-based nature”, provide the practical strategy for the school to make the actual operation of the school-based curriculum development, forming the school-based curriculum on real significance and its characteristics.
