A new round of reform in China's elementary education highlighted the implementation of a three-tier system of curriculum management, namely national curriculum, province-based curriculum and school-based curriculum. This has given teachers around the country more opportunities to explore new curricular. With the advancement of the new curriculum reform, it has become an urgent and arduous mission of Ideological Cultivation teachers to explore and experiment with new curricula in this subject. This article summarizes and makes reference to works both in and out of China in the field of curriculum development. It discusses the areas of improvement of China's status quo of curriculum development and sets its direction for future research and innovation as follows:To explore the theoretical basis and empirical patterns of Middle School curriculum development by utilizing the general theory of curriculum development as well as the experience with school-based Ideological Cultivation curriculum "Social Etiquette in Real Life" in Middle School Attached to Northeast Normal University (Mingzhu Branch). The second section of the article discusses in an analytical way the curriculum development of Ideological Cultivation in the aspects of conceptual boundary, basic ideology, characteristics of curriculum and principles of curriculum development. The third section discusses in an empirical way the experience of school-based Ideological Cultivation curriculum "Social Etiquette in Real Life" in Middle School Attached to Northeast Normal University (Mingzhu Branch) in the aspects of setting the direction of curriculum development, designing the content of the curriculum, arranging the implementation of the curriculum and the criteria of assessment for the curriculum. This curriculum employs a system of compulsory subject, optional subject and a professional teaching staff. Its mode of teaching and design of content is considerably valuable for the innovative incorporation of the contents of the Ideological Cultivation Textbook (Seventh Grade) published by Northern Normal University.
