With the reform of the political, economic, social and other fields makes further progress,social stratum structure and interest pattern changes,resulting in various social contradictions and inharmonious phenomena surge, which has brought a great challenge to the social management and service. At the same time, people’s social service needs for social security, employment, health care, rights and interests’ maintenance and other aspects are growing. As people’s needs of society are increasingly demanding, the original level of social services has been far from meeting the needs of people. There is an urgent need to accelerate the building of social work personnel to play professional advantage to assist the government to maintain its vital interests, to improve public services and promote social harmony.Social work in Panzhihua city started late. The construction of urban community social work talents in it lags behind in Sichuan Province, comparing with Chengdu, Mianyang and Dujiangyan. There are lots of problems in the process of promoting it, incorporate is: the lack of specialized social work management institutions, social work service organization positioning allowed, the lack of social work employment, a small overall number of social workers and an unreasonable internal structure, administrative work diverting social work space, social work personnel lacking systematic training, the lack of social work talent incentive, lack of appropriate theoretical guidance, etc.Therefore, this article will take the urban community social work personnel construction in B District in Panzhihua as the research object, combining with the existing relevant research literature, to analyze the problems of it. On the basis of study production, the author proposes the following countermeasures to improve the construction of talent team of urban community social work in the region. For example, through enhancing the government’s role play in increasing the capital investment, standardizing the position setting of social workers, increasing public concern over social work, cultivating and developing social organizations, etc; establishing and perfecting the system of social work talents’ education and training, deployment, incentive and guarantee, evaluation and supervision; making innovations in specific social work practice activities.
