At present, as the implementation of the national talent strategy, governments at all levels formulate corresponding "talent project" to look forward to promote transformation and upgrading of regional industry through the talent projects introduced, for regional economic development to foster new growth point in the future. But right now, there are few studies of performance evaluation of the talent projects and the existing performance evaluation system of science and technology projects can not targeted evaluate the talent projects, because of it could not fully embody outside the talent projects of elements and factors such as immature. Under this background, the scientific and reasonable performance evaluation is particularly important for the talent projects. Current, in view of the talent projects of former evaluation (project review) and acceptance of the project performance evaluation study is more, but systemic throughout the personnel performance evaluation of the whole process of project life cycle is not much,as a result, this paper builds the whole process of talent project evaluation system has theoretical significance and application value.In this paper, by studying the evaluation theory and evaluation method of domestic and foreign science and technology projects, combining with the characteristics of the talent projects, analyzing the whole process of the talent projects, systemically considerating the performance evaluation of the talent project, surrounding the introduction of the talent projects, medium term, and the evaluation characteristics of the acceptance, building evaluation index system of the whole talent project process.According to the characteristics of the pre--evaluation, the paper construct a talent introduction evaluation (pre--evaluation) system base on a fuzzy comprehensive evaluation method and peer review method.According to the talent project demand of the project area matching, the paper introduct project area matching degree evaluation on project evaluation.Due to the project pre--evaluation is a kind of expectations of the project evaluation, the paper use comprehensive fuzzy evaluation method to transforming the expert’s opinion formation to quantitative index for forecasting project;The Mid-term evaluation of talent project focus on process indicators, so talent project Mid-term evaluation index system is given priority to with project process indicators, auxiliary for project output indicators;The acceptance evaluation (post-evaluation) of talent project focuses on project output indicators.Talent project development and performance is analogy,so, it is feasible by introducing the analogy method to investigate the same batch output of this project. The project acceptance evaluation model based on analytic hierarchy process (ahp) and the analogy method is outstanding talent project output.The paper evaluated by examples in different stages of the project, the results showed that:Fuzzy evaluation method in pre--evaluation can effectively use qualitative talent project matching degree situation into quantitative values.Pre-evaluation system can be effectively eliminated the project which does not match of regional development through regional matching evaluation;The Mid-term evaluation system can effectively present health situation of talent project by evaluating the development process indicators,it can pick out some projects in question, timely rectification opinions are presented and put forward rectification opinions;Project managers can understand project development performance effectively through talent project acceptance evaluation.and they can decide the project which can be funded again or setted up the demonstration projects through the application of the performance evaluation results.
