There is a common saying that "Education plans, teacher centered."In recent years, the importance of outstanding teachers to universities is constantly valued. As one of the most importance elements in competition, the work of introducing high level talents is becoming one of the elements of colleges and universities’human resources management work. It is necessary to guarantee the academic level’s improvement, to enhance social influence and comprehensive strength.This thesis take talents who accounted for the largest number and bear teaching and research tasks as research object. This thesis take colleges and universities of Heilongjiang as examples to make a basic analysis of current situation of colleges and universities’introduction work, and make a conclusion of problems in every period. Combined with the development of high level talents introduction work, puts forward concrete strategies and specific suggestions. Point out that the most important in the introduction work of high level talents in this urgent task is to establish a scientific and practical evaluation system of high level talents.To construct a talents evaluation system, at first, this thesis creates a index database by checking a number of literature. Establish a comprehensive index system by questionnaire survey and statistical analysis, then determine weight by analytic hierarchy process method. In this work, brings forward an innovative concept that team fit degree is an important index to this system, because it links up high level talents and scientific research team. In addition, bring independent organizations to join in evaluation work is also an innovative idea. These third-party organizations could test high level talents’physical and psychological health and moral level to ensure a scientific result. Check this high level talents evaluation system for several times to test its rationality and operability. To further explore the extensive use of the system, for example, give a practical and scientific basis to the introduction of high-level personnel work; offer a auxiliary tool to formulate the strategy of talents in colleges and universities; make a suggestion to teacher’s self-development; provide method for the economically developed areas to find the best of best.
