The word appears at the beginning as a tool which makes human beings to know the world, put meaning or order on world. But it is also an important part of culture at the same time. The Chinese character is different from others is that her unique cultural nature. As necessary to obtain symbol of cultural knowledge,the character is Chinese people rely on the continuation of the cultural genes. For primary school students, in add to a tool of knowing the world, Chinese unique cultural connotation also shape theirs spirital world. Cultural knowledge to learn the Chinese character, is one of the good ways to improve students’literacy. From the instrumental and cultural feature of Chinese characters, the students social and personality development, upgrading the cultural literacy of modern society and several respects, such as research of primary school Chinese teaching culture target effectively generate, from the perspective of cultural literacy, combined with the cultural features of Chinese characters and content, the teaching objective system for primary school education is necessary and feasible, should be taken seriously.Meanwhile, each educator always make efficiency of education and teaching as theirs lifetime pursuit in the education career. With the depth of the reform of curriculum and teach people put more and more attention on the teaching of primary school Chinese education. From teaching objective generated is accorded with request of the education at teaching reform.In this research, the purpose is that improves the primary school Chinese education teaching. Its starting point and foothold is that promotes Chinese teaching goals effectively from the perspective of cultural. Through the integrated use of literature and text analysis, a study made a theorematic exploration for content of the current primary school the objective and the cultural connotation of Chinese characters. Meanwhile, the research has been explored many problems in the primary school Chinese teaching at present, by interview and observation method. It is mainly divided into five parts.The first part is that sorts out the theory of cultural literacy theory, the feasibility of the combination of cultural quality and primary school the objectives. Research by the Hirsch cultural literacy theory is the theoretical basis. At the same time, it pay attention to the Chinese characters body culture connotation, the status of Chinese characters in reading and the relationship between the form and psychological development of children.The second part is combing and analysis of effectively created factors of the primary school Chinese teaching target from cultural quality. Research make it detailed analysis in four aspects, including the goal preset of the Chinese character teaching, choice of teaching content, teaching situation and teaching evaluation. The present goal is based on effective creation target of that culture, and the study concluded the teaching objective of the layer order, and formulated fundamental starting point of the goal and destination point, and the objective of value from the perspective of cultural quality. Based on the Chinese character teaching content to effectively generate, analyze and induce the cultural connotation characteristics in the form. To create conditions for effective teaching situation, the growth of the ability to analyze students’ knowledge of Chinese culture and the situation of the relationship. With the guarantee of teaching evaluation to effectively generate, analyze the content of the teaching evaluation, conclude the relationship between teaching evaluation and the target cultural teaching.The third part is for the Y primary school from the four elements of Chinese characters teaching culture target generated effectively, and considers realistic problems existing in that school by interviews and observation method. The content consist of four parts. Firstly, the teaching objective that was set expressed its formalization and generalization of the characteristics. Secondly, limitation on the choice of teaching contents in the textbook content, confined by explicit teaching goal. Thirdly, the objective in the process of implementation tent to be dogmatic and narrow view. Eventually, teaching evaluation lacks of feedback of cultural goal achievement and effective support for target formation.The fourth part is the reason analysis about the present situation of primary school Chinese teaching target to generate. It contains concretely teachers are governed by educated ideas of training knowledge person. And their professional quality of that teaching is not strong. Students lack of independent learning and exploration for Chinese culture consciousness. Schools lack of resources for teachers and students to use knowledge of autonomous learning Chinese characters.The fifth part is to perfect primary school Chinese teaching comprehensively, and promote student literacy level and provide strategy. It is main for a constructive model of the effective teaching target generation and teachers’ awareness. Students has to enhance their Chinese character accomplishment. Providing ground for the spread of the Chinese culture, schools should put forward the corresponding measures and suggests about closely linked with social education.
