Developing the county economy is the realistic requirement to balance urban and rural development, and it is the important foundation of building a well-off society in an all-round way. However, influenced by the nature, location, history, culture, resources, the development of county economy in our country is uneven. The overall performance of the economic total amount is too small; the structure is not good, a shortage of financial resources, low level of urbanization, weak competitiveness, slow development and so on. Among them, poverty population, low quality of the laborers, especially the severe lack of talent, is an important bottleneck to restrict the development of county economy. Then, influenced by the traditional mode of development effects and required by current scientific development and "the four modernizations" synchronous development, transformation of development of resource endowment of country is particularly urgent. However, talent construction exists particularly prominent "talent poverty" problem, such as insufficient total amount, structure is not good, the low level of difficulty, the introduction, retention, training difficulties.lt is seriously restricting the development of social resources endowment of county economy. Therefore, how to solve its resources economic development bottleneck of talents, how to innovate county talent construction, how to give full play to the leading role of talents, in order to promote the rapid development of county economy of resource endowment better, become extremely urgent task,and it has great realistic significance.This paper aimed at optimizing the strategy of resource endowment of county talent, in order to promote its economic development for the purpose of study. Based on expounding the realistic significance of the talent strategy of county economic development, sort out the domestic and foreign related research about the talent strategy, combined with the goal of this study, further defines the concept of talent and the county talent strategy. And through in case the talent strategy of resource endowment of county economic restructuring development analysis and experience reference, and then to the resource endowment type county -- Sichuan Province G County as case analysis of the problem. Finally, from the concept of talent development, and from principle, the goal of talent strategy implementation, from the introduction of talent training mechanism, talent retention mechanism, talent, talent strategy implementation policy protection, this paper proposes some suggestions on optimizing the talent strategy of resource endowment county.This study concluded that, in the "four modernizations" synchronous development background, resources endowment type county economy to achieve rapid development and transition, the starting point is the talent, and talent is the county’s economic and social development of core elements and driving force.
