The Analysis And Forcast On The Development Of Talent Resource In Shanghai

This paper is designated to study the current situation and problems of talent resource development in Shanghai in the knowledge economy oriented era. The study is based on my own job experience, combined with the principal and methods in Human Resource Development, Development Economy, Encourage Theories, Management, and Organization Behavior etc. Besides this paper also explores the principles, the features, the conations and goals of talent resource development, and predicts total amount of need the talents' demand in Shanghai in the coming years with mathematics model, then proposes strategies and solutions to the problems.The paper is comprised of six chapters:Chapter I, gives an overview on the characteristics and importance of talent resource development. The concepts related to talent resource development are introduced; It is stressed that the importance of talents and the development of talent resource.Chapter II, summarizes the relevant research of home and abroad, points out the research's shortcoming. Meanwhile, I hope to benefit from classical economic model, in order to predict the talent's demand.Chapter III, uses a large number of data analysis to probe into current structure talent resource of Shanghai and of pillar industry.Chapter IV, combines the establishment of "four centers" and "international talent highland" in Shanghai City, probes into current situation and existing bottleneck of talent resource in Shanghai and inquiry into the factor influencing talents' tapping.Chapter V, The grey model, Cobb-Douglas model, and combination forecast, etc, are employed in order to scientifically predict the talent's demand and supply situations on the total amount, education-accepted level, and industrial structure in Shanghai from 2005 to 2010. Then enacts policies on talent resource development in Shanghai.Chapter A/I, proposes the cultivation and development strategies of talents are put forward in hope that it can provide some references for talents' training and tapping decisions of Shanghai in the future. This paper has certain reference value to resource development and utilization and management of talent resource in Shanghai.
