Study On Present Situation Of Talent Recourse Exploitation And Strategies In Rongchang Chongqing

In human resource, talent resource which has higher level of quality has become the most important resource and guarantee of the development of the science, technology and economic society. Rongchang which is one of the forty counties controlled by Chongqing municipality has a fast developed economic society and rich human resource. How to convert human resource advantages into talent resource advantages and how to catch the current strategic opportunity to speed development are always important subjects for related departments in Rongchang.In this essay, I apply theories of public management and human resource management and take the researching method of combining theory with practice. The baseline of the research is the present situation of talent resource exploitation in Rongchang. It is started from analyzing the present exploitation of talent resource and existing problems, putting forward strategies of talent resource exploitation and trying to find a exploiting way of talent resource which fits for Rongchang's condition.Through analyzing the present situation of talent resource structure and exploitation in Rongchang, I find that presently the total talent resource increases steadily, that structures of the age, the educational background, the professional job title and the profession are continually optimized, that talent-working mechanism is continually improved, that the comprehensive quality of talent group is continually enhanced, that the carrier of talent exploitation is continually enriched, that the system of talent service management is continually perfected. Besides those good trends, I find some problems as well, such as the unclear function, right and responsibthility of the management department of talent resource and unperfected flow mechanism of talents . Also, I put forward the strategy of talent resource exploitation in Rongchang that is to integrate the function of talent management according to the direction of big department system, increase the momentum of talent cultivation based on the theme of ability building, perfect the system for simulating talent initiation with reform and opening-up as the impetus, focus on bringing badly-needed talents and open up a new way of talent flow.In the essay, I centre on the present situation of the development of economic society in Rongchang and raise a series of strategies of talent resource exploitation, which can be the important reference of starting the current work and help related departments form scientific mind about talent resource exploitation to find a developing way with Rongchang's characteristics and to form systematically and effectively coordinative measures and complete sets of equipments. All those can provide the talent guarantee and the intellectual support for stimulating the development of economy and society of Rongchang.
