With the promulgation of the 2001 national basic education working conference "basic education curriculum reform outline(Trial)", school physical education curriculum reform has become to hot issues, and caused a large number of school sports workers pay close attention to. New curriculum reform program to establish the implementation of national, local and school three level curriculum management system, in order to enhance the curriculum adaptability., the Ministry of education and the enactment of "sports and health curriculum standards(experimental version) and the compulsory education sports and healthy curriculum standard"(Revised Edition) to further clarify the three-level managerial system of curriculum of physical education curriculum nature and concept. Under this background, primary and secondary school sports school-based curriculum development has become a very important issue.For the understanding of the school-based curriculum of physical education, some domestic and foreign experts and scholars put forward their views through the research and implementation of different, the author through to Luannan County Fang Ge Zhuang center primary school sports school-based curriculum development research thinks, school-based curriculum development refers to according to the school’s own school of thought, to sports teachers as the main body, to comprehensive evaluation based on the students’ sports demand and school sports facilities, sports curriculum development strategy of joint participation by the principal, teachers, students, sports experts, parents and the community. This includes the development of the goal of curriculum development, curriculum content development, project development, sports field resource facility was developed and a series of sports school-based curriculum development related.Based on the new curriculum reform as the basis, the research on curriculum theory and the domestic and foreign sports school-based curriculum development as the theoretical basis, taking Tangshan City Luannan County Fang Ge Zhuang center elementary school leadership, physical education teachers, students and parents as the investigation object, each village center elementary school sports school-based curriculum development research. In this paper, by means of literature research, investigation, and mathematical statistics, taking Luannan County Fang Ge Zhuang center primary school sports school-based curriculum development as the research object, research on the development of the school-based curriculum, to find out the main factors influencing the Fang Ge Zhuang center primary school sports school-based curriculum development, and plans for the development of sports school the curriculum of this school scheme. Through this study, hope to provide some theoretical reference for the school, the local sports characteristic construction.In this paper, through the investigation and study analysis, found the problem affecting the development of school-based curriculum has the following several points: 1 Luannan County Fang Ge Zhuang center primary school is a rural primary school in Tangshan City, because of the economic differences between urban and rural areas is not balanced, the school’s poor economic conditions, lack of teachers, facilities relatively scarce. 2 the school leadership, physical education teachers, students and parents of students of the cognitive concept of sports school-based curriculum degree is not enough, restricted the development of the school sports school-based curriculum. 3 the sports teachers’ enthusiasm for the development of school-based curriculum is not high, low pay, lack of professional theoretical knowledge. In view of the several factors, worked out the figure basketball sports school-based curriculum development scheme of the school mainly include: the development basis, target development, facilities of the resource development, the school curriculum content determination and development form, school-based curriculum evaluation system.
