The consultation of the internal governance in primary and secondary schools is a newly raised research topic, emerging from researches on establishing and perfecting modern school governance. In order to transform the internal governance of primary and secondary school from a centralized and autocratic mechanism to a decentralized and democratic mechanism, it is necessary to solve the collaboration problems among multiple subjects caused by the decentralization. Consultation, being a form of democratic governance, means that any consensus and finally "common governance" reached among different subjects within the school, should be based on public interests and made through democratic ways like discussion, dialogue, communication and other negotiated ways.Based on the practical needs of management reform of primary and secondary school and the theoretical needs of educational governance, this paper raise the issue of the consultation mechanism of the internal governance in primary and secondary schools. Literature method, interview investigation method and case analysis method are employed in this paper. There are altogether five parts in this paper.The first part is an introduction, which introduces the status quo of this issue, the framework of this paper, the research materials and the methodology.The second part is an overview of the consultation and its mechanism. It analyses the connotation of the consultation and its mechanism of the internal governance in primary and secondary schools, and the characteristics, types and significances of the consultation.The third part is the theoretical construction of the consultation mechanism of the internal governance in primary and secondary schools, including the topics, subjects, procedures and conceivable results of the consultation.The fourth part is about the status quo of the consultation mechanism of the internal governance in primary and secondary schools. There are some problems including limited topics and participants, a lack of awareness, asymmetric information, being mere formality, restricted results and so on. The incomplete consultation mechanism, closed information and an unclear relation of authority-responsibility are the main reasons for the existing problems.The last part is about the suggestions for upgrading the consultation mechanism of the internal governance in primary and secondary schools. This paper suggests refining the procedures, improving various subjects’ awareness, disclosing school information, establishing multiply platforms of consultation, and strengthening internal and external supervision.
