In recent years, with the rapid development of urban economy and the government’s priority in national strategy for the development of education, city compulsory education in our country has obtained great achievements. Though the government has an increasing education input and the total number of education opportunities was in growth situation, city compulsory education is still faced with the structural contradictions:relative to the parents’ demand for high quality education resources, the government’s supply high quality education resources are still in short supply, School choice phenomenon has become a hot pot in urban. The phenomenon of parents selecting a better school spontaneously leads to the high pressure attitude of the government:insist on the neighborhood school and school choice is prohibited. However, school choice phenomenon continues to be ferment and intensified. Based on the thinking of education hot issues, this study selected the choice of the subject-parents as the breakthrough point of the study, selecting parents from District of P in Shanghai as the research object, The paper, basing on the hierarchy of needs theory, motivation theory and incomplete information, information asymmetry theory as the foundation of study, using literature study, questionnaire, interview method, such as research methods, tries to analyze the parental’choice behavior in city compulsory education phase (specific school choice behavior include:choosing motivation and purpose, choosing size and selecting information sources), aims to open true picture of parental choice. The main conclusions of this study on the basis of summing up the countermeasures of management school selection problems are as follows:1. The size of District P from Shanghai compulsory education presents a huge potential demand which is based on the superposition of multiple demands of:school selection potential choosing. The three demands specific including:parents based on the demands of social mobility, parents based on social reproduction and social demands in production, parents based on the demands of social equity and justice.2. School choice of District P from Shanghai compulsory education presents a differentiated state. Differentiation status mainly includes the following aspects:the differentiation on parents selecting school motivation and purpose:there exsits relationship between differentiation and social characteristics of the parents; the probability of success links social characteristics of the parents’family background obviously; the education thinking among parents is also different;3. The problems of Parents from District P from Shanghai compulsory education:the potential demand is so robust, but successful school choice is in a low level; Rent-seeking for parents is to become a trend; blind and non-rational parents’school choice is a featured characteristic from the perspective of information.4. Affecting the increasing school choice trend in education includes:education now which is oriented for material and one child policy.The two main incentives for the school choice is the key.5After summarizing the true picture of parents’school choice, then the paper looks at the governmence on the control of school choice problems:there exists a bias on the recognition of school choice; the second one is existing governance dilemma in the execution of the policy of school choice.6The paper brings forward the methods of governance on school choice and research prospects:the first one is to strengthen the restriction and supervision of the power of the government, aiming to reduce education corruption; The second one is to construct the diversified education information network, reducing the number of parents blinding school choice; The third one is to strengthen the top-level design social and pay attention to the ecological cause lodges; The last one is to improve nearby enrollment policy of compulsory education, responding to the education of public demands.The theoretical significance of this study is using the hierarchy of needs theory, motivation theory and the theory of asymmetric information and incomplete information to analyze parents choice behavior of the compulsory education stage. It’s conducive to expand the research phenomenon of school choice field of vision. With the analysis of the public choice theory as the theoretical basis of choosing administration, deepening the hierarchy of needs theory, motivation theory and public choice theory and the theory of incomplete information in the application in the field of education. At a practical level, using the empirical point of view from the perspective of stakeholders-school choice parents to analyze complex scenery. The paper is conducive to the diversification of interests, demands and values of the social transformation period to construct the harmonious relations of education by presenting a different parent real objective differentiation of education demands.
