| Since China had identified family planning as a basic state policy in 1982, family planning has experienced more than 30 years of steady development. It has formed the scale benefits. Family planning has created two miracles which are the population control and the rapid development of economy. It can be say that the implementation of family planning policy is the inevitable choice to make the state strong and powerful, the nation prosperous and the people happy. Therefore, family planning special fund management that is scientific and reasonable or not plays a very important role in China’s social and economic development.This thesis analysis the distribution of family planning funds, the allocation of capital structure and the scale of income and expenditure in Zhuanghe city, which grasps the situation on the basis of family planning system of Zhuanghe implementing the national, provincial, municipal family planning policy and the implementation of financial laws and regulations. This thesis bases on a new perspective of government performance audit and the family planning special fund performance audit of Zhuanghe, and studies on issues and causes of family planning special funds management from the project, distribution, management and follow-up assessment of the four areas. Meanwhile for the shortage, it proposes to improve the family planning special funds management of the program and demonstration. Feasibility analysis in terms of national policy, information networks, standardized service and performance auditing. On this basis, this thesis proposes to pay attention to scientific project and practical policy making, strengthen family planning special performance management, improve service quality and strengthen the follow-up management.Through analysis and research, this thesis aims to provide reference for perfecting the family planning special funds management of Zhuanghe, in order to promote the healthy development of the population and family planning work. |
