With the rapid development of China’s economy, the social division of labor becomes more detailed, subjects participating in the market become diverse, and their corresponding occupations are highly professional. The emergence of these phenomena require some fields which reflect specialized skills in the market to establish basic conditions of obtaining employment in this industry. In recent years, some hot social problems (such as food safety problems in food processing industry, technique, skill and quality problems in the construction industry, and circulation regulatory problems in the medical pharmaceutical industry) which cause widespread concern and even panic can be attributed to following reasons to some extent in the broad sense:occupation admittance standards are not strict, occupation practice standard practice is unclear and management measures are imperfect. These problems involve the entire society’s public health, safety, property and other major equity. Therefore, it’s extremely necessary and important to promote improving professional quality of technical personnel in technical fields, establish and standardize occupation standards, specify the standard and scientific qualification examination process, and establish an improved occupation qualification management system. Improving the scientific occupation qualification management system is conducive to the establishment of evaluation system of personnel training, can improve labor skills, and makes labor skills coincide with and market demand. The occupation qualification system is in line with international standards, which will realize international mutual recognition of occupation qualification, speed up the internationalization of talent flow, and provide the guarantee for international talent introduction and output in China’s emerging industries.Starting from clearing and standardizing occupation qualification in China, this paper discusses in this logic sequence (in 5 chapters):description of China’s occupation qualification’s present situation - reasons for occupation qualification management problems-learning from experience of foreign occupation qualification management-countermeasures to solve current problems of China’s occupation qualification.Proceeding with the concept theory of occupation qualification, Chapter 1 defines the concepts of occupation, occupation qualification and occupation qualification management, classifies and analyzes information about China’s occupation qualification management, and generalizes academic data on China’s occupation qualification management; Chapter 2 mainly describes the current situation of China’s occupation qualification management from the following four aspects:occupation qualification’s classification, legal basis, management mechanism and certificate management; according to current situation of China’s occupation qualification, Chapter 3 finds the problems existing in occupation qualification management and finds the reasons for existing problems. Through the research, we conclude that China’s occupation qualification has short development time, and the merger and transformation of government’s functions lead to the confused classification of occupation qualification. Due to the rapid development of economy and the rising of emerging occupations, some occupations have disappeared. The update of occupation classification standards fails to keep up with the pace of social development, which reduces labor market’s allocation function on human resources. Current problems of China’s occupation qualification management are caused by following issues existing in the links of occupation qualification’s certification and supervision:lack of a unified implementation institution, overlapping certification, unclear responsibilities and lack of supervision; Chapter 4 studies the development process of foreign developed countries’ occupation qualification, and summarizes and learns from their successful experiences such as perfect legal guarantee, the government’s macro management, clear occupation assessment standards and active participation of organizations in the industry; guided by status description, query of problems’reasons and learning from experiences in the above four chapters, Chapter 5 puts forward countermeasures to improve our country’s occupation qualification management. China should establish the special laws and regulations on occupation qualification, so that there’s the law occupation qualification management can abide by; China should establish a scientific, effective and timely occupation qualification classification and evaluation system to lay a solid foundation for occupation qualification management; China should construct perfect occupation qualification certification system and supervision and guarantee system to ensure the orderly management of occupation qualification. China should give full play to the role of occupation qualification certification in the talent market, improve personnel skill level and moral qualities, and promote orderly development of the labor market in China.
