In the background of rapid development of Higher Vocational Education globally and due to the need of higher education popularization and development of market economy, from the 1980s China began to develop vocational education. The government continues to develop and improve relevant laws and regulations to supporting the development of vocational education and create a favorable institutional environment for the development of higher vocational education. The higher vocational education has made great progress and created a myth of higher vocational education in terms of speed and scale.With the development of higher vocational education, however, many new problems have emerged and higher vocational education encounters with challenges. The number and the level of highly skilled personnel demanded by China’s social and economic development continues increasing. The supply and demand gap of highly skilled personnel and the level of workforce is generally low, which will seriously restrict the realization of China’s social and economic goals. Higher vocational education urgently needs to develop in order to meet the serious challenges. However, the public hold a negative attitude to higher vocational education and vocational education suffers a widespread psychological resistance from the community in the development process. As a result, higher vocational education also encounters many problems such as "recruitment difficulties"、"low quality" and "discrimination" from the public to a certain extent. Social psychology is the crux of the problems in the development of higher vocational education and we are supposed to better understand the social psychology to higher vocational education held by the public. Only by that means can we solve current problems faced by the higher vocational education.Through deep investigation of higher vocational colleges of three different level and nature from four dimensions of social psychology, the social mentality of vocational education can be accurately described as:complex and mixed social mood; deficient social cognition of higher vocational education and major; social values focusing on self-interest and value realization; factors influence social behavior intentionsThrough data analysis, negative social psychology has something to do with Chinese culture and educational tradition, or we can say under the circumstances where traditional vocational education tangled with the modern concepts of higher vocational education; with real social factors such as immaturity and imperfection of the higher vocational education system, strong influence of undergraduate education, lack of career awareness education and imprecation of vocational qualification certificate system; with national policy and advocacy factors.After having deeply understood the public’s attitude and its causes, through two attitudes change mechanism of social psychology:attitude change persuasion model and function theory proposals about optimizing the public psychosocial circumstances for higher vocational education are put forwarded such as strengthening propaganda work and vocational education awareness, reforming college entrance examination, develop undergraduate vocational college and improve national vocational qualification certificate system to optimize the public social psychology to higher vocational education.
