The development of the modern education of China transplanted from western countries. Maybe we can say the education system,educational model and curriculum and so on directly transplanted from western countries. Especially higher education even directly copied the western countries to develop. But the development is caused by a variety of factors and the action of the returning international students is unquestionable an ignored in the process of transplantation.The development of modern Overseas Education had happened in the time of Late Qing Dynasty. But the real development and thriving was after the Xinhai Revolution.Though the Northern Government was in the warlords melee state, the development of the Overseas Education didn’t stop. In contrast, the he Northern government issued a lot of courage to study policies to encourage and support the development of Overseas Education. For example, the general policy of Overseas Education, the abroad study policy at their own expense and Special official fee policy of abroad study. These policies were more systematical and provided the number of people, the funds and the supervision to the international students.At the same time for different countries,they set different policy of overseas education. These policies provides the foundation for the future overseas education,though these policies were not perfect, even some of them still had some lack.Although social war still existed During Nanjing National Government,the pace of the development of overseas education did not stop and the scale of overseas education were also expanding. At the same time, the local high education of China also developed under the driving of the educational personage,especially the international students. And the Nanjing National Government improved the overseas education policy on the basis of the policy of Northern Government. And it made the subject chosen by the international students more adapted the need of the society of China by changing the structure of the international students and the number of person and funds and so on. But because of the War of Resistance Against Japan broken out, the overseas education was hit and even stopped development.Until after the victory of Anti-Japanese War, the overseas education began to recover.Limited by the time, the overseas education of Republic of China had its own obvious characteristics of the times in selected person,countries and subject of abroad study. During the period, most international students came from Hunan province,Guangdong province and Sichuan province and so on. These cities were opened early. In the country to study of choice, due to the impact of distance and the cost of studying abroad, more students went to Japan and then to America and Europe. And the students to Europe mainly concentrated in the UK, France and Germany. About the choice of subject, the students to Japan more liked to choose humanities, but the students to America and Europe more liked Science and technology.Modern China began with the decline of feudal society, and China was in a passive situation of being beaten. So lots of ambitious people had to go out to seek a road to power the country. " Learning from Foreigners to Competing Foreigners" was a dream for all the Chinese people. The Chinese students all studied abroad to know the world cultural information in order to exchange foreign culture. At the same time, it also provided a chance for the development of the overseas education in China that the open and encourage of the foreign study abroad policy.Due to the policies provisions and the need of the social development of China, the international students who were under the impetus of the patriotic thought of the Republic of China all returned to China after Completion of their studies and hope to contributed their own strength for the country’s power.Most of these international students devoted to the educational field, especially the High Educational field. They enriched the faculty of Chinese Universities. They applied their knowledge in the areas of teaching, management, thinking and other higher education and reformed the Chinese high education with the experience of running schools and system method of western countries. They set up new disciplines and professions and new courses and make scientific researches and so on. They contributed a lot to the high education of China,especially the university president who represented by Tsai Yuean-Pei and Yiqi Mei and Bingwen Guo and so on contributed a lot in management mode of Chinese high education and the relation between the government and university.It is not forgotten that the contribution of the international students of Republic of China to the development of Chinese high education. They sought a road suited to Chinese conditions reformed Chinese high education with their academic knowledge and science knowledge.And they cultivated a large number of talented person such as Lee Tsung-dao and Chen Ning Yang and Yuan Tseh Lee and Daniel Chee Tsui and so on who are Nobel Prize winner and also cultivated lots of litterateurs such as Lu Xun and Ba Jin and Mao Dun and so on. Maybe we can say that the high educational field is a The Golden Age when Hundred Flowers Campaign and contention of a hundred schools of thought. These performance was indeed inseparable the contribution of the international students.The times of Republic of China is a short times and it only has 37 years. But it cultivated lots of talents. These fruit can’t stand away from the contribution of the international students. Firstly, they enriched college teachers. Secondly,they create new subjects and majors and initiate anew courses of studies and improve the curriculum structure of colleges and universities. Thirdly, they Set up research institutes and promote the development of scientific research in China. Fourthly, they change the tradition management modes of the our college and university and found the real modern university.
