The Study On International Student Education Policies Evolution Of The People's Republic Of China

International student education has boomed along with the rapid pace of higher education internationalization.As the hallmark of higher education internationalization of the countries all over the world,frequent crossborder flow of international students has become one of the important aspects of higher education development in the countries across the world and has become an indispensable part and a quality standard of their education.China higher education has developed rapidly and successfully in the process of globalization and international student education started along with this development and has grown fast.After 70 years of development,driven by China economic boom and the increase of overall national strength,China international student education has become an important part of China higher education.It embodies the openness and strength of China education in the global context.This paper systematically reviews international student education policies of People's Republic of China and its development from a historical perspective.It focuses on research into the political,economic,cultural,educational and diplomatic information,China international student education development situations and relevant policies in different periods.By using the reliable research statistics and comprehensive research methods,this paper analyses China international student education development process and representative features and makes a systematic comparison of international student education policies between China and some developed countries.All in all,this paper hopes to provide reference for international student education in China today by borrowing expertise from past and from abroad.First of all,this paper gives a chronological review of international student education policy evolution of People's Republic of China,from growing out of nothing and developing gradually in an all-round way,to focusing on large-scale development,and then to prioritizing quality,and the various phases of its evolution from early founding to open development,to adjustment and standardization,to improvement and establishment.And also,in the study of the evolution of China international student education policies,this paper puts its focus on the two important aspects: recruitment and management.Based on the summary of China international student education policy evolution,this paper makes a systematic analysis.On the one hand,from the special feature and the real development of China international student education,it analyses the various factors and the impact that they have on China international student education policies,including political(nationally and globally),economic,and cultural elements as well as educational elements(mainly the development of China Higher Education).On the other hand,this paper has selected some unique features of China international student education policy evolution and makes a thorough analysis in terms of the basic features of China international education policies in its making and evolution process: an increasing number of the policies and a gradual clarity on the content of the policies;a more important role the policies have played and a greater importance the government has attached;a wider range the policies have covered and more internationalized the policies have become.With regard to the evolution of recruitment policies,more prominent features can be seen in the way how recruiting principles have followed the change of China diplomatic policies,how pay for international education has changed from financial aid to tuition fee collection,and how recruiting mode has changed from plan enrollment to open enrollment.With regard to the evolution of management policies,more prominent features can be seen in the way how the management mode has changed from multi-cooperation to specialized department responsibility,how management drive has changed from government-led to university-autonomous,how team building and synergetic and legalized management have become more valued.Hoping to provide information to help China international student education policy meet the demand of the real development of internationalization,this paper considers some elements like comparative advantage of international student education,geographic features,language,culture,economy and education level and analyses international student policies and development in some developed countries like U.S.,UK,Australia and Japan.Based on the analysis and reference,and also a thorough analysis of China international student education policy evolution,the factors that have impacted the evolution and the features of the evolution,this paper summarizes the great achievements that China international education policies have made in supporting the national diplomatic strategy,serving the national economy in the globalization,promoting the national higher education internationalization and spreading and promoting the national soft power of culture.At the same time,this paper raises some issues in terms of China international student education and relevant policies,including the level of overall policy,higher education internationalization,educational structure,education quality assurance,relevant social service and employment and career service and so on.And then this paper provides some suggestions for policy making with regard to China international student education in terms of serving national strategy,increasing higher education internationalization,improving educational structure,optimizing education quality,establishing public service system and perfecting employment and career service system,specifically,firmly serving national strategy,increasing the level of higher education internationalization,improving educational structure adjustment policies,optimizing education quality assurance policies,perfecting social service policies and systemizing employment and career service.Finally,this paper looks at the historical and realistic value of the study on China international student education policy and how it can help promote higher education reform and internationalization,help build world class university and first-class discipline,help increase the overall strength and higher education level,help reach the two centenary goals and realize the Chinese Dream of national rejuvenation.It also gives some insights of further study on China international student education and expresses the expectation of more successful development of future China international student education.
