Strategic emerging industry is the most important industry in our country for countries and regions. Since 2012, the government has issued the strategic emerging industry 12 th Five-Year plan, various segments of the industry development plans. And each region also from the capital, personnel and other aspects launched the corresponding development plans, to support strategic emerging industries’ development. The policy required that till 2020, the strategic emerging industries should become pillar and leading industry in the national economy. The rapid development of strategic emerging industries has put forward the great demand of quantity and quality on talents, and skilled talents as the largest and the most important part of strategic emerging industry the requirements of their professional quality, knowledge, skills, technical problems processing capacity are higher and beyond the traditional industries. At present, the shortage of skilled personnel has spread to the whole country, which seriously affects the supply of skilled talents in strategic emerging industries and hinders the rapid development of strategic emerging industries. The study will make an inventory of on skilled talents in strategic emerging industries and from the perspective of supply and demand of the future to solve the skilled talents shortage issue, which helps to further guide the emerging industry talents’ introduction and trainning to provide a solid guarantee for meeting the development of strategic emerging industries.This study first analyzes the current development of China’s strategic emerging industries. The added value of China’s strategic emerging industries is not high, only accounting for 4% in GDP, reached 16,048 billon yuan, and the overall scale level as same as high-tech manufacturing industry. Besides, the industry foundation is weak, and the industry distribution is not balanced, such as the industry added value of new generation of the information technology industry is more than 1000 times of new energy vehicle industry.. Through the industry added value of strategic emerging industry and ratio of labor productivity of the existing and other calculation methods,the current strategic emerging industries staff is about 1,1540000, and the employment is relatively small. Through the corresponding industry talents of total industry employment proportion, we calculate that the number of skilled talents in existing strategic emerging industries in China is about 7310000, less than 7% in the total number of skilled talents.According to the development target of strategic emerging industries, in 2015 the added value accounting for 8% in the GDP, and reach up to 15% in 2020.With the strategic emerging industries labor productivity growth, we forecast that the number of total employment demand of strategic emerging industries is about 23940000, skilled personnel is about15150000, to 2020, employment demand of strategic emerging industry will reach 48070000, in which the demand number for skilled personnel will reach 30440000, the high skilled talents will be accounted for more than 40%, especially the college employment personnel will reach more than 50% of the proportion, which actually is in great demand. Through combining traditional industries relating to strategic emerging industries, and the number of graduates occupation colleges we forecast and find that the number of skilled personnel in strategic emerging industries is still not enough, highly skilled and highly educated skilled personnel is still in great shortage, and the trendence of talents shortage of emerging industries spreads from the eastern region to the central and western regions.According to the future demand and shortage of the skilled talents in strategic emerging industries, the research from the perspective of occupation colleges, enterprises and social organizations and government linkage put forward some strategic emerging industry talents development measures. First of all, the government needs to introduce strategic emerging industries talents related policies from the national and local level to build strategic emerging industry human resource service platform and long-term communication platform. Secondly, the occupation colleges need to adjust the existing profession settings and improve training methods at the same time, the government, enterprises, intermediary, industry and schools need to create a joint high skilled talents training base for strategic emerging industries in order to from the high starting point to do high skilled talents training. Thirdly, the evaluation mechanism of talents in strategic emerging industries needs to be improving to create the characteristics of skills appraisal system of the strategic emerging industries. Finally, enterprises need to balance the weight between the using and training, improve the emerging industry talents basic salary welfare system and incentive system to provide good protection for skilled personnel in strategic emerging industries.
