According to the report of the 20 th National Congress of the Communist Party of China,providing higher quality basic education has become an inevitable requirement for building a highquality education system in the new era.Primary education,as the cornerstone of basic education,plays an important role in improving national quality and cultivating talents.The development of education cannot be separated from economic support,and educational funds are the material guarantee for educational development.Primary education belongs to the compulsory education stage,and its educational funds are mostly guaranteed by governments at all levels.In recent years,the country has continuously increased its financial investment in education,but due to the scarcity of educational resources and the differences in the level of economic development in various regions,there are still some problems in the input-output efficiency.Therefore,it is necessary to evaluate the efficiency of financial investment in primary education in order to promote the high-quality and balanced development of primary education.This study takes 18 counties(cities,districts,hereinafter collectively referred to as counties)in Ganzhou City as the object,selects the nine-year data from 2009 to 2017,embarks on the current situation of primary education development in Ganzhou City,selects the SBM super efficiency model and the Malmquist productivity index method,respectively,to study the financial investment efficiency of primary education in various counties in Ganzhou City from both static and dynamic aspects,draws conclusions and puts forward relevant suggestions.The main contents are as follows:The first part describes the reason for choosing this topic,the purpose and significance of the research,literature review,research design,core concepts,and theoretical basis,providing theoretical guidance for the subsequent data analysis.The second part is an analysis of the current situation of financial investment in primary education in Ganzhou City.Through a comparative analysis of the human,material,and financial resources of primary schools in various counties of Ganzhou City,the basic situation of financial investment in primary education in various counties of Ganzhou City is understood,providing a reference for the establishment of the input output indicator system later.The third part is an empirical study on the efficiency of financial investment in primary education in Ganzhou City.Select 18 counties in Ganzhou City as decision-making units,construct relevant input-output indicator systems,and conduct empirical analysis on the financial input efficiency of primary education in Ganzhou City from both static and dynamic perspectives through the SBM super efficiency model and the Malmquist productivity index analysis method.The research finds that the scale efficiency of primary schools in some counties of Ganzhou City is invalid;There is a large gap in pure technical efficiency among primary schools in various counties;Some county primary schools have redundant financial input and insufficient output of human and material resources;The technical progress index of primary schools in each county is relatively low,resulting in an invalid total factor productivity index.The fourth part is the reasons for the low efficiency of financial investment in primary education in Ganzhou City.The analysis is conducted from three aspects: government,schools,and teachers: at the government level,the financial investment in education is relatively small,and the level of supervision is relatively low;At the school level,the utilization of resources is unreasonable,and the management level needs to be improved;At the teacher level,teacher mobility is high and the allocation of teachers is uneven.The fifth part is related suggestions on the efficiency of financial investment in primary education in Ganzhou City.It includes three aspects: at the government level,it is necessary to expand the scale of financial investment in education and improve the level of supervision;At the school level,it is necessary to make rational use of resources and improve technical level;At the teacher level,it is necessary to improve the teaching staff and promote teacher sharing.The last part is the conclusion,which mainly covers the findings,research deficiencies,and research prospects of this study.
