Teachers’ moral standard is one of the important tools to promote the teacher’s ethics construction. Making reasonable moral standard and ensuring the effective implementation of teachers’ moral standard are the significant conditions to promote university teacher’s ethics construction and enhance the specialization and modernization process of teachers. According to the Guidelines of the National Program for Medium- and Long-Term Educational Reform and Development(2010-2020), the strategic target of China’s education development from 2010 to 2020 is to realize the education modernization, form the learning society, and become the country rich in human resource. Perfecting the teacher’s moral standard construction in universities is one of the necessary measures to realize education modernization in China. How to reasonably make teacher’s moral standard, how to ensure the effective implementation of teachers’ moral standard have become the focus of scholars in our country.This paper mainly uses the comparison method, literature method and questionnaire method, and analyzes the present situation of university teacher’s moral standard construction as well as its cause. Chinese Ministry of Education issued University Teachers’ Professional Ethics Standard in 2011, marking the great perfection of the construction of teacher’s ethics ideas and teacher’s ethic principle; in 2014, Ministry of Education issued the Advice about the Long-term Mechanism of establishing and perfecting University Teachers’ Ethics Standard Construction, marking the great perfection of university teacher’s moral standard construction in the aspect of ethics rules. But due to the restriction of traditional ideas, teachers’ professional development level and the influence of market economy, some problems still exist in the current university teacher’s moral standard construction. During the formulating process, the decision-making body is not clear and the method of strategy-making is not perfect; in terms of content, the vertical proportion imbalance and horizontal structure are imperfect; in terms of publicity measures, the methods, object and content of publicity are relatively single; and sound long-term mechanism lacks in the process of implementation.To solve these problems, this paper refers to the domestic and foreign existing university teachers’ moral standard, and briefly analyzes the solving strategies respectively from scientifically designing teachers’ moral standard, improving the teachers’ moral standard content, enhancing the promotion of teacher’s moral standard, and establishing long-term effective mechanism. In the formulating process, teachers should be the decision-making body; conduct the questionnaire for students, educators and parents for scientific research; when designing ethics standard content, establish the scientific guiding ideology, increase the proportion of teachers’ ethics rules, increase teaching norms and interpersonal norms; in the process of publicity, adopt a variety of publicity means with students, educators and parents as publicity objects, teachers’ moral standard and supporting mechanism as the main propaganda content; in terms of establishing long-term effective mechanism of teacher’s moral standard, improve other supporting mechanisms, such as inspection, supervision, rewards and punishments, and complaints.
