Talents are the foundation of social development. Meteorological talent’s raise is closely connected with the modernization process of meteorological service. The public meteorological service is an important part of the government public service. In 2011, China meteorological administration announced that Beijing( J for short hereafter) should take the lead to achieve meteorological modernization by cooperation with the Beijing municipal government before the year of 2015. In order to guarantee the development of the society and the interests of the state, new and higher requirements of meteorological service is demanded.This paper is intended to study municipal talent cultivation in J. By starting with the demand for modern meteorology talent,relying on such theoretical bases as service-oriented government theory, talent development theory and competency model and using the research methods including literature survey method, case study method and interview technique, the author analyzes the challenges that meteorology talent cultivation is currently facing and the factors that are influencing the cultivation in an attempt to find out the problems existing in J’s talent cultivation in terms of goal setting, cultivation implementation, institutional assurance and assessment mechanism in order to optimize the measures for perfecting the standards, contents, routes and mechanisms of J’s meteorology talent cultivation.By the comparison with the United States, Germany, Japan and other developed countries of the meteorological personnel training, the research assumes that with the accelerating modernization of meteorological service, J’s positioning of meteorological personnel training, management and evaluation, etc. has got some progress, but it does not fully adapt to the demand of meteorological service. And the inadaptability mostly lies in the structure, manifest as the degree structure and the professional structure is relatively single.Based on such situation, this research advised that first of all, J should reposition the talent training goal according to the demanding of the modernization process of meteorology; secondly, we should set the contents of the personnel training by different level, optimize specialty structure so as to enhance the adaptability; lastly, we should upgrade the mechanism of talent training.
