The Research On The University-driven Industry-university Collaborative Innovation Mode

Industry-university Collaboration Innovation is playing an important role to our country’s innovational construction. Our country decided to implement the "University innovation capability enhancement program" in 2012, which is enhanced the in-depth cooperation among university、enterprise and institution. Industry-university Collaboration include difference kinds of mode, such as government-guided mode、pulling by the enterprise and University-driven Industry-university Collaborative Mode (the paper use the abbreviation University-driven mode) How to optimize and improve this mode? The research will make a comprehensive、in-depth analysis.The research is based on Synergetics theory, which is using Survey method、literature research and action research. It has reviewed and summarized the origination and the development of our country’s University-driven mode. And the paper would make an analysis to developed country’s University-driven mode, taking Collaborative Innovation Center of Southwest Ethnodrug as of Guangxi Normal University as an example with on the spot investigation. Then, on the basic investigation, the paper tries to offer a proposal to improve the development of this mode. Specifically speaking, first, I found Collaborative Innovation Center is a new form of University-driven mode after the observation of our country’s University-driven mode history. Compare with previous business-driven and government guides mode, I think there are several experiences in its process:it forms matrix management system, the scientific funds and project management gradually standardized, talent training and the evaluation system is more rationalized. Secondly, according to the investigation of American’s University-driven mode, especially Stanford University—silicon valley. Then, I find the success of developed country’s university-driven mode for the following reasons:the government is playing an guide role and pay attention to improve some relevant laws. The university is not only aspired after academic and research freedom, but also pay attention to its production function. Thirdly, the paper is taking Collaborative Innovation Center of Southwest Ethnodrug of Guangxi Normal University as example. On the basic of the observation, I will summarize the experience of our country’s university-driven mode. Moreover, I believe there exist several problems:cooperation goal is not clear and lacking of cooperation power, the connection between staff is not enough, the evaluation system is not reasonable. Last but not least, above the survey, the paper would offer some advice and suggestion to improve the development of University-driven mode from 5 principal parts, which is including government、enterprises、universities、scientific research institutions and intermediary organization. In terms of government, the government should improve some relative laws and provide adequate funding. As for universities, the universities should change its view; make an effort to break the discipline barriers. It is better to form a diversified evaluation system, which is oriented by innovation and devotion. What’s more, it is good to establish task orientation in the personnel management system. To enterprise, the most important thing is to change its utilitarian thinking and actively connect to universities. For intermediary organization, the intermediary should strengthen its organization construction and exert technical services、assessment、consulting and others functions.
