Almost all the metropolis cities in the world are immigrant cities. Large number of labors flow over into the metropolitans for job-hunting, which bring energy to the cities as well as huge brand new problems. In a transition period of Chinese society, a sharp challenge is the social identity of the new immigrants during the process of urbanization. With the deepening of reform and opening up, the rapid development of economy and society as well as to accelerate the process of developing the western region, the new immigrant minority population as an important force flow from ethnic villages into the more developed cities located in the southeast coast. How do they identify Shanghai, get used to the economic, political and cultural life play an important role in the urban development and social stability.In this paper, we take the product-providing in social welfare for Minority Floating Population in Shanghai as the research object, to study the relationship between the social identity of the Minority Floating Population to the immigrant cities and the local social welfare level of the minority floating population. The basic assumption is that the Social identity of the Minority Floating Population is related to the social welfare products provided by the government from metropolitan. As to the social welfare products, there is some institutional exclusion in the structure of market-oriented-government-regulation-for-the-secondary, which is not conducive to the formation of social identity of minorities.This paper is divided into five chapters. The first chapter is an introduction, mainly on the significance of this study, content, data sources and methods, basic assumptions. The second chapter defines the core concepts, social welfare and social identity theory, and the theory of the path. Chapter III is following the status quo of the Minority Floating Population in Shanghai, including the industry distribution, social rights protection, social welfare status. The fourth chapter is the descriptive analysis on the living conditions of the Shanghai Minority Floating Population, demonstrating the impact of social welfare on social identity of ethnic minorities and the identity disorder of the Minority Floating Population in metropolitan:the solidification of the group border and the transition disorder of identity, the institutional exclusion and identity "Enhancement Effect" and the reversibility feature of social identity. Policy proposals are given on the management of social welfare to the Minority Floating Population. The fifth chapter is the conclusion.The main conclusion is that social welfare is one of the support structure of constructing the social identity. The social identity of the Minority Floating Population is related to the social welfare products provided by the Government. As to the social welfare products, there is some institutional exclusion in the structure of market-oriented-government-regulation-for-the-secondary, which is not conducive to the formation of social identity of minorities. Multiple governance subjects should be introduced into the process of welfare-providing. The mechanism of division of labor should be established on the public administration involving ethnic minority migrant. Great advantage of the community public service platform should be taken to provide the social welfare to the Minority Floating Population, while the public service of the Minority Floating Population should be optimized.
