How to use the advantages of mobile learning assisting college students studying information technology and practice is a hot topic at present, but the mobile learning software which suit university courses is very little. The design which based on the traditional thinking of teaching, did not exert the interactivity and mobility features of smart phones, which the effect is unsatisfactory.To solve these problems, this study first took interpretation of the concept and features of interactive learning environment based on smart phones. Put forward strategies and methods of interaction design. Secondly, taking "TV Program Edition and Studio" course as an example, design and develop of an interactive learning environment, learning resources and interactive way based on smart phones. Thirdly,conducted action research. Mainly analysis the content and key points of " TV Program Edition and Studio " course. Summarize the chapter in which part of the knowledge suits for learning smart phones. Design and develop of software applications based on smart phones, and has been applied in teaching.This study use literature analysis, questionnaire, based on the analysis of the existing problems, design a research program to develop a curriculum with specific learning software, using action research methods to verify its effectiveness.Study suggests that: an interactive learning environment based on smartphone wi th the characteristics of learning tool mobile, interactive way of learning, showing the conditions of liberalization, learning content fragmentation, showing pictures and info rmation resources and real-time pushing. Integrate the teachers, students, learning re sources and interactive tools, based on mobile learning and understanding of learning theory, build a interactive learning environment to promote students’ with a depth of understanding. This study emphasizes the teacher-student interaction, student-student interaction, students and resources interaction through the use of self-learning softwa re and smartphone communicate with teachers to discuss students in class next lesson learners to enhance students ’interest in learning, to promote students’ with a deep und erstanding of knowledge and mastery of skills.Study has shown that: an interactive learning environment based on smartphones can promote students’ with a deep understanding of knowledge, the higher interest in learning, the deeper in understanding level; the more learning diverse, the more ableto promote students’ with a deep understanding of knowledge; the stronger the degree of interaction, the higher level of understanding. Interactive learning environment and classroom-based smartphone integration can effectively improve teaching effectiveness.
