In recent years, as the pace of reform of higher education and universities to accelerate the popularization of education degree deepened, the number of college graduates is rapidly increasing, while the corresponding employment of college graduates has also been of concern to the government agencies and the community. For the difficult problem of employment of college graduates, as well as relevant agencies must be issued annually under the policy document will be given great attention to employment of college graduates.Inner Mongolia responded positively to national policy for the employment of college graduates, the relevant government departments have issued a "small and medium private enterprises in the selection of reserve graduate universities plan", "three of a help" program, "students volunteer in the western region," "personnel deployed plan, " " Job Attachment Programme ", " Entrepreneurship Training Program " and a total of 12 + 2 [12 + 2 employment programs. The employment of college graduates in the promulgation and implementation plan for the employment of college graduates in Inner Mongolia has played a good role in promoting, while helping to ease the employment pressure and Inner Mongolia University graduates. Of course, although the Inner Mongolia region and the country to solve the problem of employment for college graduates has been more emphasis, but the party and the government also have introduced policies and regulations to support the advance of the work. However, the policy of promoting the employment of college graduates there are still some problems with the urgent need to resolve conflicts, the most critical is the existence of a certain bias between policy implementation and policy nature, resulting in some of the policies may not be implemented, did not meet the original intention of policymakers.Therefore, in this study, the author tries to process the employment of college graduates in Inner policy implementation as the main object of study, through a questionnaire survey and literature research method of combining the use of university employment guidance services through the implementation of policy analysis theory, elaborating career guidance, employment policy and universities, while the implementation of policies related concepts, summarized the theoretical basis of the implementation of employment policy, as the theoretical basis for the full text of the analysis. Then the status quo of college graduates employment policies of Inner Mongolia, Inner Mongolia, the actual survey of college graduates employment policy implementation process, pointing out the specific effects influence the execution of college graduates’ employment policies and problems, analyze the factors affecting the implementation of employment policies, then put forward to improve the execution of Inner Mongolia University Graduates Employment Policy measures and recommendations, to be able to provide a theoretical and practical experience to draw on the implementation of the employment policy of college graduates in Inner Mongolia region and other regions of the country.
