Since the college expansion of enrollment of our country in 1999, the number of college graduates had been increased to 60-70 million per-year, rate of growth in 10 years had been growed up to 6 times. 2009 is the first year after the outbreak of the global financial crisis, the entire form of employment is not optimistic, after the state published a series of employment policy, the local governments have also introduced a number corresponding to specific employment policy, Hubei published a series of policies to promote employment for college graduates, the employment policies played a certain role of the emerging employment issues, it also decrease the employment pressure at the same time. In 2014,the number of college graduates in the country have been substantially growth, reaching 727 million. Therefore, in the case of college graduates growing, employment has become a major problem continues to be addressed in front of us. In order to the political, economic, cultural, science and technology developments have a good environment, how to deal with the college graduates employment issue has become our top priority.In this paper, we will treat the government Hubei provincial’ polices the "further improve the general college graduates ’employment and entrepreneurship work," as the main object of study, interpretation of the basic contents of the current college graduates’ employment policies very detail, and then, this paper use the method of questionnaire in colleges Specific implementation graduates policies to know how the polices worked. then research policy system for graduates of foreign universities employment promotion in-depth and raises some questions of college graduates’ employment policies and the presence of corresponding solutions in our country.The basic idea is: First, we start from the perspective of public policy, analyzed the employment issues in theoretically. Secondly, under the background of China promulgated the Higher employment policy and the implementation have a brief review,then analysis the Employment Situation of Graduates as well as practical difficulties arise; Third, analysis the existing of college graduates employment policy and the specific contents of college graduates ’employment policies were described in detail; Fourth, combined the analytical results point out the problems and the reasons for their graduates’ employment policies and the existence of execution; Fifth, the author by drawing foreign employment policy, combined with domestic reality put forward policy recommendations.For the huge number of college graduates in China, the employment policy mechanisms is very important, in the other words, it even essential for a long-term development of society. The central government and the government of Hubei provincial’s employment promotion policies for resolving the status of graduate employment difficulties played a certain role, but because of the imbalance between supply and demand in the labor market and the concept of graduates, that also occupied some other issues, as well as policy formulation of employment policy in the presence of body lack of participation, policy advocacy is not in place, the policy content of operability is not strong, the lack of effective coordination between policies, lack of policy execution and the lack of effective assessment policy, etc. resulting in the employment situation is still not optimistic. These problems need to constantly update by government of Hubei province to meet the needs of the employment situation of the year.
