Nowadays, the quality of vocational education becomes a hot issue for the national government and the community, and the education quality is the key to achieve the sustainable development of vocational education. The quality of vocational education also directly impacts on the operation of human resource in the new normality of China’s society and economy. Scientific evaluation on the quality of vocational education needs the evaluation index system and evaluation model, and put them into evaluation practice.On the basis of existing research results, the current situation of China vocational education development, and the theory of human resource development,educational value and stakeholder, this thesis has built overall framework and model of vocational education quality evaluation system, which has achieved the objective that multiple participants in the vocational education quality evaluation determined by the State Council and the Ministry of Education.Through the analysis of stakeholders’ demands on the quality of vocational education, this thesis has designed the evaluation index system of vocational education quality by using Delphi method, questionnaire, and the model of KSAIBs.In order to fully reflect the result of vocational education, this system includes one first level evaluation index, 5 second level evaluation index and 21 third level evaluation index.Based on the evaluation index of vocational education quality, this thesis has built the model of vocational education evaluation system by using the educational research method of questionnaire and mathematical analysis. In the evaluation model,student is the smallest evaluation unit, and the assessment factors are the development of every element of KSAIBs. Besides, government, enterprise, school, student and parent can participate in the evaluation together.To test the effectiveness of vocational education quality evaluation system and model, this study randomly selected three vocational schools of Tangshan andQinhuangdao in Hebei province, and conducted practical tests in this three schools.Finally, this thesis has summarized the implementation way. The result shows a strong rationality and feasibility of vocational education quality evaluation index system and model which is based on the KSAIBs, and it can be fully put into application. In the application process, assessor should pay attention to the following steps: Selection of valuation object, designation of evaluation time, choice of evaluation sites, establishment of evaluation organization, creation of the evaluation environment, the implementation of the evaluation plan, and so on.
