The rural migrant workers are a major driving force for economic development. With the urbanization level promoting, the urbanization have to face the institutional reform difficulties, like hukou system, housing, public services, social insurance, etc. Actually, the fundamental problem is the urbanization cost which is generated by institutional reform.The new urban districts of Wuhan, which are the main battleground of Wuhan new-type urbanization, have to solve the urbanization cost barriers. Based on the international and domestic academics’study of urbanization costs, according to the situation of Wuhan new urban districts, this paper constructs the urbanization cost index system, which is composed by private cost, public cost, and business cost.This paper coclude that:(1)The urbanization cost grew gradually from the year 2008 to 2013. The average growth rate per annum of average pays private cost declined year to year, and the one-off payment of private cost fluctuated according to the house prices. The public cost, which follows the law of marginal benefit decrease, increased gradually. (2)The Dongxihu District’s urbanization cost was the highest among the six New Urban Districts of Wuhan in the year 2013. The differences of the Wuhan New Urban Districts’ private cost are great, and the housing cost is the major influent factor. The differences of public cost are little.(3)After analyzing the cause of the urbanization cost variation, this paper explores to establish the cost sharing system and the cost affordability enhancement mechanism with individual, government and enterprise together.
