With the rapid development of science and technology in today’s world, ICT in education has become a necessary means to promote education reform and development in the informational age. Also, it is an important support for the development of education. Infrastructure is the basic content of educational information construction and plays an important supporting role in the development and application of ICT in education. After several years of development, ICT infrastructure in education has reached a certain level in China. Education information network and terminal coverage has taken shape, but it is still difficult to meet the actual needs of all kinds of educational activities. The unbalance development of infrastructure still exists between urban and rural area. "Heavy construction, Light application", unreasonable investment and sustainable protection mechanisms, and many other issues still has a significant gap compared with developed countries, such as low terminal penetration of information learning, overall applications and support effectiveness. Successful experience in the analysis of education information infrastructure in developed countries, compared to propose a viable model of education information infrastructure is the focus of the content of this paper. The United States has made good results in terms of education information infrastructure and accumulated valuable experience. This paper uses the literature research, case studies and other research methods to study on the American ICT infrastructure construction from the following aspects:(1) Overview of American ICT infrastructure construction in education. Mainly on the level of development of educational informatization in the United States in the current international community, the organization of education information infrastructure, major strategic planning and project engineering of educational informatization.(2) The development of American education information infrastructure construction. It Mainly Guided by the goal that in regard to infrastructure construction in four US National Education Technology Plan, and divides the history of American education information infrastructure into four stages, and then we can find that the U.S. infrastructure construction have already developed from a simple focusing on infrastructure to focusing on the trend that combining the construction of infrastructure and applications.(3) The current situation and the promotion mechanism of American basic educational information facilities. According to a large number of domestic and foreign literature and the report issued by US National Center for Education Statistics, UNESCO and OECD, the paper analyzes the current situation and gives summary to the promotion mechanism of American basic educational information facilities from three aspects based on lots of references at home and abroad. that is, school level (The construction of broadband network), classroom level(The innovation of teaching environment), teacher and student level(The diversification of the learning terminal).(4) Enlightenment on education information infrastructure construction in our country. Through the SWOT analysis of the information infrastructure construction in China and the United States education, clarify the strengths, weaknesses, opportunities and threats about infrastructure construction and development process ofChina and the United States, with the development strategy planning, construction and application of combined, put forward the suggestions on improving investment and guarantee mechanism and other aspects for the development of education information infrastructure in our country.
